The aim of the procurement is to enter into a framework agreement in order to secure access to development services to support FMA ICT capacities' ownership management and further development of the Norwegian Armed Forces' secure ICT platforms at different classification levels. The development services will secure the sector's need for the most cost-efficient systems that meet the availability, functionality, and security requirements.
The framework agreement comprises further development of the Norwegian Armed Forces's secure platforms, IP/Ethernet based network services, as well as core services close to platforms, for use in the Norwegian Defence, the total defence, and Norway's allies, including, but not limited to, the following areas:
- Adaptations and troubleshooting
- Integration of services, modules, systems, and applications
- Development of ongoing changes
- Maintenance and further development of operational tools
- Provide support to the operation
- Review, develop, and adapt technical architecture
- Testing and verification
- Operation of development and test infrastructure
- Establishment and maintenance of documentation
- Duty and stand-by
The 'Norwegian Armed Forces' secure ICT platforms' menas secure operating environments at all levels of classification in accordance with the Norwegian Armed Forces' reference architecture, including, but not limited to:
- Servers and storage infrastructure, including operative systems, security functionality, and administration and monitoring systems
- Client infrastructure, including periphery equipment, operative systems, security functionality, and administration and monitoring systems
- Standard office suite applications (procured applications, application packages available for standard users)
- Services and infrastructure delivered through public cloud services or such technology applied for service production in own or the Norwegian Armed Forces' computer centres (on-premise).
'IP based network services' means IP and Ethernet based network services at all levels of classification in accordance with the Norwegian Armed Forces' reference architecture, including, but not limited to:
- IP based network infrastructure including operative systems, security functionality, and administration and monitoring systems both in own and hired infrastructure.
'Core services close to platforms' means core services close to platforms at all levels of classification in accordance with the Norwegian Armed Forces' reference architecture, including, but not limited to:
- Standard user services on the platforms, such as search, speech, training services, and portal services, both in own and hired infrastructure.
