Technical advice and assistance on a partnership agreement for New Forest Mill

The tender concerns the provision of technical advice and assistance in the construction of Nyt Skovmølleværk on Skovmøllevej 35a, 5881 Skårup (Funen). A new waterworks is to be established to replace the old, which is untimely. The existing (Gl.) The forest mill must be fully operational throughout the construction period until completion and could be fully serviced in for final switching to New Forest Mill. Degradation of Gl. Forest mills start only then, parallel to 1 year of operation of New Skovmølleværk. This task shall be offered in a partnership cooperation on the basis of the present preliminary technical studies, which will provide for final optimization, design and execution. New Skovmølleværk is placed on Skovmøllevej 35a, 5881 Skårup (land zone) of about 15.000 m2 cadastre owned by Svendborg Vand A/S.

The superstructure/climate screen should harmonize with the surrounding surroundings (nature: forest, to and fields) and be over terrain. It places all process installations as well as all electrical equipment as well as building inventory. The processor is established as one high floor. Access to the processor is via personal lock and goods/freight sluice. In living room level outside the process, welfare measures and crew rooms are established. On the first floor outside the processor, teaching room can be established and further.

A virtual-reality VR3D model must be established in total form, where operating and service professionals can assess the space and working conditions of work in and at New Forest Mill. Energy calculations, life-cycle perspectives must be made, and enter sustainability considerations in the project.

Wiring and terrain works, as well as demolition of Gl. Forest Mill Works is part of the project. See Annex 2.0 of the tender material.

Facility

New Forest Mill is to be carried out with 2 parallel water production lines with a recovery capacity of 150-225 m3/h, a container capacity totalling 1600 m3 and a pumping capacity up to 375 m3/hour.

The 2 parallel lines contain raw water intakes, oxygenation plants (compressor and oxygen mixing plants), pressure filters, clean water containers and pumping plants, with common flushing function of the pressure filters for one sludge/trapping basin, and ventilation, dehumidification and emergency generator facilities. Water canisters shall be able to be emptied by gravity to future LAR plants with overflow function for nearby streams and/or sewage facilities.

Factional conditions

Geotechnical studies (Annex 7.0 of the tender material) show intact late glacial deposits ranging from 0.3 to 0.9 metres below terrain consisting of older clay, silt and sand deposits. The groundwater mirror is today mL. 2.3 and 4.9 meters below terrain in normal operation of Gl. Forest Mill Plant. The natural water mirror is located about 0.6th metres below terrain.

Direct fundering is expected - either at terrain level, or lowered terrain level including drainage for restricting building height relative to the surroundings.

The site involves consideration for other stakeholders including lodging owners in terms of noise and traffic access and exit conditions, difficult, cramped narrow road conditions and beyond. Larger cars, cranes, excavation equipment, etc., are referred to as maximum possible construction site within the parking and set-up fence. The project and construction workers must take into account inadequately based neighbouring properties and expected surveys for early memories in the area in collaboration with the local museum. See Annex 2.0 of the tender material.

Partnering Cooperation

Partnership cooperation is developed between the developer, an elected advisor and an elected contractor, including incentive agreement for excess and deficit sharing (Annex 0.1.0 of the tender material). See also Annex 0.0 of the tender material.

The partnership cooperation will be established following separate offerings of services for advisor and contractor respectively, which are expected to be established by Q4 2022.

Parties to the cooperation must be required to engage actively in dialogue with authorities and other stakeholders, including that some parts of solutions must be expected to be developed with authorities, lot owners and equipment subcontractors. This could affect the schedule.

The agreement base will be a partnership agreement. Tender of the contractor benefit will occur separately later in 2021.
