Description:
Delivery and installation of equipment as well as configuration and commissioning of the Access Control System (SKD) in accordance with the design documentation in the buildings of the District Courts of the Łódź District

The implementation of these proceedings has been divided into 5 Lots, and each of the Lots into two STAGES:

STAGE I is a guaranteed order;

STAGE II is an order with the right of option, hereinafter referred to as optional;

The detailed scope of the OPZ works is specified in the design documentation and STWiOR separate for each Part, constituting Appendices 1.0., 1.1. – 1.5.

Delivery and installation of devices as well as configuration and commissioning of the Access Control System (SKD) in accordance with the design documentation in the buildings of the District Court for Łódź-Śródmieście in Łódź

2. The implementation of these proceedings is divided into TWO stages:

for PART 1:

• District Court for Łódź-Śródmieście in Łódź, Al. Kościuszki 107/109 Łódź

• District Court for Łódź-Śródmieście in Łódź, Wólczańska 138 Łódź,

• District Court for Łódź-Śródmieście in Łódź, Pomorska 37 Łódź,

3. STAGE I – includes control of all entrances to buildings with turnstiles in the main entrance, IT infrastructure and software necessary to run the SKD and T&A system, cards for users, registration of working time, implementation and training of system operation

4. STAGE II – includes the separation of zones by installing controllers and retrofitting the door with the necessary fittings for selected zones and rooms, implementation and training of the system operation, installation of additional access control system passages, including those requiring construction works consisting in partitioning corridors, assembly and replacement of doors and installation of other additional SKD elements.

The subject of the contract also includes the execution of construction works to the extent necessary for the proper performance of the contract, implementation and training of system operation.

7. Technical requirements of the access control system:

8.1. the basic carrier of identity in SKD is an identifier in the form of a card made in a technology that ensures encryption of information on the card and encrypted transmission with the reader;

8.2. the system allows access rights to be granted to a group of identification data and should allow the access rights of the identification data group to be modified;

8.3. access control readers shall meet the following requirements:

8.3.1. use the Wiegand-37 protocol or longer for communication;

8.3.2. weather resistance, minimum IP55;

8.3.3. operating frequency 13,56 MHz;

8.3.4. encrypted data transmission between reader and card, 64 bit reference key;

8.3.5. protection against reverse polarity of the supply contacts.

8.4. mechanical protection elements (turnstiles, gates, etc.) shall meet the following requirements:

8.4.1. confirmation of full turnover in SKD,

8.4.2. transition assistance,

8.4.3. locking before return movement,

8.4.4. escape button with LED signaling confirming use,

8.4.5. the use of the escape button is recorded in the SKD,

8.4.6. access-controlled doors shall be equipped with contact sensors confirming the opening of the door (e.g. reed switches).

8.5. The SKD system shall be compatible with existing SSP systems.
