In accordance with the Basic Education Act, the City of Kouvola organises education for children and young people with the most severe intellectual disabilities at the Carea School in Kuusankoski. The school also offers strongly supported individual basic education and additional education for severely disabled young people who have finished school.

The City of Kouvola will put out to tender the school transport services for Carea school pupils. The agreement period starts on 1.9.2023 and includes three academic years (2023-2024, 2024-2025 and 2025-2026). It is possible to attach two academic years to the contract as an option. A separate decision will be made on the exercise of the option.

The service to be procured includes transporting Carea School students by car from their places of residence to school in the mornings and back in the afternoons. The service must be in use throughout the year, transports are also carried out during summer and holiday periods, excluding weekends and holidays.

The client and service provider undertake to pay special attention to the quality of the service. The aim is to provide an individual and friendly service due to the specific needs of passengers. Communication between the client and the producer is continuous so that solutions to possible problems are sought immediately and the further development of the service is part of normal operations.

The service must be in use throughout the year, transports are also carried out during summer and holiday periods, excluding weekends and holidays.

The indicative transport schedule is set out in the annex to the invitation to tender. Transportation needs can fluctuate abruptly during the week. The invitation to tender is based on current information. There may be changes to the number of customers, transport routes and timetables mentioned in the invitation to tender due to the customer's operations. The City of Kouvola does not commit to purchasing a certain amount of service.
