In the context of this contract, the contracting authority intends to combat social dumping and social fraud. This contract is a joint service contract within the meaning of article 48 of the law and subject to standing orders. The purpose of this contract is the execution of services relating to the spreading of chemical fluxes and snow removal on roads and motorways managed by the Walloon Region (SPW MI, Direction des Routes du Luxembourg - Neufchâteau road district) as well as operations ordering of deposits and / or stocks of salt from the Administration, truck services, specific equipment and labor and rental without driver. This market is part of the set of activities organized and carried out by the administration during a winter season with a view to ensuring the winter viability of its road and motorway network better known under the name winter service.
A preventive spreading circuit (regulated departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 62,300 km with an indicative duration of 1 hour 25 minutes for each circuit. The following equipment must be supplied by the contractor:
- two UMED with type C blades;
- a UMD with type C blade.
This batch concerns the loading. The following equipment must be supplied by the contractor: a loading and ordering machine for a depot without driver (*).
(*) = The loading machine will be registered as described in the CSC with a standard plate and not a merchant plate or test plate (no commercial license plate).
A preventive spreading circuit (regulated departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 61,150 km with an indicative duration of 1 hour 20 minutes for each circuit. The following equipment must be supplied by the contractor:
a UMED with type C blade (*).
(*) = Blade with steel leading edges and quickly interchangeable rubber squeegee or two different blades (one steel and one rubber squeegee) adaptable on the same support.
A preventive spreading circuit (regulated departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 59,100 km with an indicative duration of 1:30 for each circuit. The following equipment must be supplied by the contractor:
- a UMED with type B blade (*);
- a UMD with type C blade (*).
(*) = Blade with steel leading edges and quickly interchangeable rubber squeegee or two different blades (one steel and one rubber squeegee) adaptable on the same support.
Note: the UMD which must be a tractor as described in the CSC.
A preventive spreading circuit (regulated departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 52,200 km with an indicative duration of 1 hour 20 minutes for each circuit. The following equipment must be supplied by the contractor:
a UMED with type B blade (*)

A preventive spreading circuit (controlled departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 47,660 km with an indicative duration of 1h15 for each circuit. The following equipment must be supplied by the contractor: a UMED with type B blade (*)
(*) = blade with steel leading edges and quickly interchangeable rubber squeegee or two different blades (one steel and one rubber squeegee).
Adaptable on the same support.
A preventive spreading circuit (controlled departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 37,950 km with an indicative duration of 1h05 for each circuit. The following equipment must be supplied by the contractor: a UMED with type B blade (*)
(*) = blade with steel leading edges and quickly interchangeable rubber squeegee or two different blades (one steel and one rubber squeegee).
Adaptable on the same support.
A preventive spreading circuit (regulated departure / return or depot) and a curative spreading and / or snow-clearing circuit with a total length of 50,760 km with an indicative duration of 1:30 for each circuit. The following equipment must be supplied by the contractor:
- a UMED with type B blade (*);
- a UMD with type C blade (*).
