The purpose of the contract is to provide security services in the communal accommodation.
The city of Barsinghausen is responsible for accommodating refugees and asylum seekers. To fulfil this task, it operates two communal accommodation facilities at Rottkampweg 61, 63 and 65 and Max-Planck-Str. 6.
The purpose of the contract is to provide security services in the communal accommodation. In order to ensure peaceful coexistence, to counter the existing danger situation preventively and to strengthen the sense of security of the accommodated persons, it is necessary to provide security services to guard the aforementioned accommodations by a competent, reliable and well-staffed security service provider.
The security service provider is responsible, among other things, for securing and protecting the communal accommodation. For this purpose, the following services must be provided:
1) the preparation of accommodation-related service instructions;
2) the control of persons wishing to gain access to the accommodation for the following purposes:
- Identity verification,
- Verification of access authorization,
- Determine whether the persons concerned are carrying weapons, dangerous objects or other items prohibited by the house rules; If checked persons are carrying weapons or dangerous objects and the security guards come to the preliminary assessment that the persons concerned may also be willing to use them for hostile motivation, the police must be informed.
3) the implementation of de-escalation measures for prevention;
4) regular inspections in the accommodation and on the respective accommodation grounds;
5) the protection and safeguarding of the accommodation infrastructure;
6) the immediate notification of emergency services and police in case of need;
7) the initiation of life-saving and health-preserving emergency measures in medical emergencies (first aid);
8) in the event of a fire, immediate notification of the fire brigade and immediate initiation of evacuation measures in accordance with the fire protection regulations;
9) Enforcement of house rules.
