This service contract concerns an on-call framework agreement in which sub-contracts are placed in function of the needs. These needs are determined by the needs of the various services of the City of Ghent and OCMW Ghent.

Lot 1: pool of all-round communication agencies

The service is looking for all-round communication agencies that can deliver a total package from needs analysis to final product / evaluation, so that this agency can fully function as an ancillary office of the Communication Service and can assist them in the service it offers to the other services of the City.

Lot 2: pool of advisory / DTP offices

If the demand for communication products exceeds the capacity of the Communication Service, it is interesting that we can outsource both small communication products and bulky, continuous documents to partners who specialize in this and who ensure that each assignment fits within the writing and communication style of the City of Ghent. .

To meet the diversity of communication assignments, we want to use this plot to build a pool of maximum 5 all-round communication agencies. Each of these agencies will receive assignments based on the offers (expertise, professional qualifications, ... from the agency). (more explanation under II.4. Award method of the specifications.)

Lot 1: All-round communication agency

These partners must be able to translate communication strategy and policies smoothly and independently if they are directly addressed by various services of the City of Ghent.

Specifically, this involves analyzing, devising, advising, guiding and implementing communication strategies, developing concepts and various layout assignments, whether or not in the context of communication campaigns, for both external and internal communication.

A communication campaign includes:

- needs analysis / description

- strategy determination and media and content plan

- developing a creative concept in image and copy

- working out towards a media mix in print, digital and associated derivatives

- Evaluation

Not every assignment will contain a complete communication campaign. The execution of 1 or more aspects of a communication campaign is also possible.

To meet the diversity of communication assignments, we want to use this plot to build a pool of maximum 3 communication agencies. Lot 2: consultancy / DTP agency

If the demand for communication products exceeds the capacity of the Communication Service, it is interesting that we can outsource both small communication products and bulky, continuous documents to a partner who specializes in this and who ensures that each assignment fits within the writing and communication style of City gent.

The partner may give advice on the approach for DTP assignments and is creative in the development of, for example, graphs or tables, so that bulky documents also get an attractive and accessible design. The possibility of conversion to digital media / readers is an added value.

Drawing up small and / or repeated creative products such as brochures, flyers, infografics or newsletters and possibly also writing or correcting texts are part of this plot.
