The procurement consists of the renovation of Grundskolan Norse, Cygnaeus-enheten, as a fixed-price overall contract in which the contractor for civil engineering works acts as the main contractor and the main contractor referred to in legislation (YSE 1998). The contract includes all the work presented in the plans of the renovation project, including auxiliary work and necessary subcontractors, in full working order and fully completed.

The school building will undergo a complete renovation of building services and building components. The client obtains a building permit for the site, in which it is not possible to deviate from the specified façade in the implementation of the project. In the plan, the main building is protected as sr-1 and the courtyard building as sr-2. The construction work to be procured and the requirements pertaining to it are described in more detail in the documents attached to the invitation to tender.

The estimated duration of the contract is from November 2023 to November 2025 at the time specified in more detail below. The entire contract must be completed and received, and the inspections required by the authorities must be approved within this schedule.

The aim of the City of Helsinki is to reduce emissions from work sites in accordance with the “Emissions Free Works Green Deal” agreement. The environmental requirements are discussed in more detail below in this invitation to tender and its accompanying documents.

In the overall contract, the contractor acts as the main contractor and as the main contractor within the meaning of the legislation and the General Terms and Conditions (YSE), which is responsible for the site's management responsibilities, site services and occupational safety.

The construction site is designed by data modelling, and the contractor must have the know-how and the necessary equipment and software to utilise the information model also at the site.

The developer requires that the contractor has familiarised himself with the construction site before submitting the offer.

The bidder that has given the most economically advantageous offer is selected as the contractor. The most economically advantageous is the offer, which is the cheapest at the reference price for bids meeting the bidder's suitability requirements set by the developer.
