Project Management Assistance Market "Facilitators of Peaceful Neighborhoods"

The local mobility contract (CLM) is a region-municipalities partnership mechanism created by the Regional Mobility Plan 2020-2030. This scheme aims to support the implementation of measures to reduce car traffic in neighbourhoods (new traffic plans), measures which are essentially the responsibility of the municipalities.

A first series of 10 local mobility contracts was initiated in 2020, and the first achievements on the ground took place in the first half of 2022.

A new call for projects was launched with municipalities at the beginning of 2023 to initiate 5 additional CLMs. This call will be renewed in 2024, for selection of 5 CLM.

On the basis of these initial experiences, and given the rise of the system, Brussels Mobility wishes to strengthen and develop its skills for the support, monitoring and implementation of Local Mobility Contracts. The specific skills sought are the subject of the different lots of this contract. This service contract awarded in the form of a framework agreement is divided into 3 lots:

- Lot 1: Support for diagnosis and evaluation

- Lot 2: Implementation plans and implementation monitoring

- Lot 3: Design and implementation of emblematic places

Diagnostic and assessment support

Each CLM begins with a multimodal study phase led by Brussels Mobility, but entrusted to the technical expertise of a design office via another Brussels Mobility public contract. This design office is responsible for establishing a diagnosis, proposing several traffic patterns, carrying out a budgeted action plan and ensuring participation and communication at each stage of the process.

The purpose of lot 1 of this contract is to work in tandem with the senior official of Brussels Mobility to support him in the coordination of this multimodal study.

Implementation plans and monitoring of implementation

At the end of the study phase, the CLM stakeholders (municipality(ies) and Region) must establish an intervention program for the interventions to be implemented by each of them, with a schedule and a budget.

The mission will be to establish this intervention programme with the planning and budget for the interventions to be implemented by Brussels Mobility.

Diagnostic and assessment support

During the study phase, emblematic places are identified. These can be places to be upgraded or new spaces freed up for living functions (e.g. a closed road to enlarge a place). Simpler accommodations may also be requested, such as modal filters (arrangements that allow active modes to pass through, but vehicles not). These developments are located on both municipal and regional roads and must not require any application for planning permission (either because the object does not require PU cf Minimal Decree, or because the project is a test with a maximum duration of 2 years).

While waiting for planning permissions, temporary developments are put in place for a period of 6 months to 2 years. These developments should be a real gain in terms of public space, greening and improvement of the living environment. This can be autonomous developments or occupied as part of a partnership with an association (the call for projects to associations is not part of this contract).

The purpose of the mission will be threefold: to propose designs for temporary and sustainable developments; play the role of facilitator with local residents as part of a participatory approach to design the development and/or occupation of the space; (co-)construction of temporary facilities. This 3rd mission can be outsourced and will not necessarily be activated for each mission.
