Framework agreement on the maintenance and agile (further) development / programming of content management systems and their user interfaces based on Python, Plone and Volto

The BfS needs a framework agreement on the maintenance and agile (further) development / programming of content management systems (CMS) and their user interfaces based on Python, Plone and Volto. over a period of 5 years (end: 31.12.2028). The main objective is the maintenance and continuous improvement of the CMS Dokpool and its user interfaces and its adaptation to current and future business and (security) technical requirements. In addition, conception and development services from the software area Python, Plone and Volto must also be provided for other existing or newly created software components.

Dokpool is a CMS based on Plone and Python that has been specially developed for the requirements of the BfS and forms the basis for the specialist applications REI, DokSys and ELAN.

- In Dokpool/REI, standardised reports of nuclear power plant operators are recorded in accordance with the "Directive on Emission and Immission Monitoring of Nuclear Installations" and made available to the competent authorities.

- Dokpool/DokSys is used to manage a wide range of higher-level professional and technical documents for the routine monitoring of environmental radioactivity.

- In Dokpool/ELAN - the electronic situation display for emergency protection - a wide range of content on an emergency within the meaning of §5 StrlSchG is recorded and controlled via status workflows. ELAN enables the standardised and documented provision and release of essential technical information for coping with an emergency for all institutions involved in emergency preparedness in Germany and neighbouring countries; these contents form the basis for the decisions of the crisis team.

Thanks to an integrated rights and role concept, the Dokpool applications can also manage complex official applications.

Dokpool is part of the Integrated Measurement and Information System for Monitoring Radioactivity in the Environment (IMIS). As the central office of the Federal Government, the RN Department is responsible for the functionality and further development of IMIS and its components (see General Administrative Regulation on IMIS). The ongoing adaptation of Dokpool and its applications to modern IT standards as well as their continuous further development are necessary in order to be able to fulfil the legal mandate of the BfS in the future, especially in the area of emergency protection. Due to the large number of national and international users, the ELAN application in particular acts as a flagship for the BfS's work in emergency preparedness.

Dokpool has proven itself in the past due to its wide range of configuration options for the above-mentioned requirements and is to be retained and further developed. Due to the continued development, the basic knowledge of Plone and Python built up by BfS employees can continue to be used. Despite the internal basic knowledge, the further development and maintenance of the Dokpool software component must be transferred to a qualified external contractor, as BfS does not have sufficient expertise and personnel for this task. The model of the framework agreement with an agile development approach, which has been used in the past, has proven itself in order to be able to react to unforeseen new requirements (e.g. due to legal changes) in addition to the already fixed development goals (see service description).

The contractor's expertise in the field of CMS development (based on Plone, Python and Volto) as well as in the area of user interface and user experience design will continue to be used to design and develop further required CMS components and user interfaces within IMIS. Through the joint development of several IMIS components, concepts and program modules that have already been created can be transferred and reused, thus reducing the maintenance and development effort for the subcomponents.
