The ekom21 and the KIV Thuringia intend to conclude a framework agreement on a long-term partnership for the procurement of a specialist procedure for daycare administration (daycare procedure) including an eGovernment portal for reserving and arranging childcare places and a connection to document management systems.
The framework agreement should - without justification of an acceptance obligation - enable the needs-based retrieval of individual licenses for the daycare process, of care services as well as additional services and delivery services (e.g. implementation of data migrations) for use by ekom21, the KIV and the end users. Eligible end users from the framework agreement are the cities, municipalities and districts in Hesse and Thuringia as well as their respective institutions and associations (e.g. special-purpose associations, working groups and other forms of municipal cooperation).
Primarily, the new daycare process is to be installed and operated in the ekom21 data center and made available for payment by the day-care center administration via remote access (software as a service, service providing application). If there is a need, however, autonomous operation at the customer's facility must also be possible and covered by the license.
In order to successively replace the previously used specialist procedures and to be able to successfully develop further customer groups, the new daycare procedure must in particular
- meet the professional requirements of a day-care center administration,
- implement the legal requirements of the federal government and the states of Hesse and Thuringia,
- are available to the user as a browser-based application,
- be easy and intuitive to use,
- enable electronic, process-controlled online services as the basis for communal eGovernment services,
- demonstrably capable of data centers and clients as well as being scalable,
- can be easily integrated into the existing data center infrastructure environment of the ekom21 and
- be easy to install and administrate.
