German-Ukrainian Cooperation Organic Agriculture - Cooperation in Organic Agriculture (COA) - Phase II

In principle, there is extensive knowledge of organic farming in Ukraine; however, it is not automatically saved in a central location and is therefore not concentrated and can be accessed effectively by actors. This should be made available to educational institutions in such a way that qualitative teaching modules or advanced training courses can be created on this basis. In the extension phase, the project thus strengthened its cooperation with NMZ and developed the concept of the educational knowledge platform. This knowledge platform represents an internet-based database that is to be operated in and by the NMZ. In this, specialist publications and other media material for knowledge, training and further education and after quality testing by technical experts are collected, systematized and made available to educational players.

Furthermore, there is a need at the regulatory level to support competent bodies in the practical implementation of the organic farming law package in such a way that the organic farming sector is monitored and accompanied in the manner required by the EU organic farming legislation's conformity principle from 2021. The Food Safety Agency (FSA) and the National Accreditation Agency of Ukraine (NAAU) are central to the practical implementation of the organic farming law. The aim of the support measures is to introduce mechanisms and procedures that give the responsible authorities the opportunity to put the organic farming law into practice.

Building on the work to date, the objectives of the COA project and the challenges that have arisen, a further new project phase should contribute to expanding the Ukrainian organic farming sector and improving the quality of the products (development goal). The orientation will be based on the state of implementation of organic farming legislation and support the implementation of this. The project aims to focus on policy advice and the establishment of a competence network. The aim of the project is to strengthen technical skills and institutional structures for the further development of organic farming.

The order is executed in open procedure in accordance with §119, paragraph 2 and 3 GWB i. V. m. §§ 14 para. 2, 15 VgV awarded. It concerns "social and other special services" within the meaning of §130 GWB i. V. m. § 64 ff. VgV.

The net value of the order is above the threshold in Section 106 GWB i. V. m. Art. 4.d of Directive 2014/24 / EU3. Therefore, the award rules of Part 4 of the

GWB.

The applicable CPV are in particular 79951000-5 (organization of seminars), 75112100-5 (administrative services related to development projects) and 75131000-3 (services for public administration).
