With this public contract, the Agency for Innovation and Entrepreneurship organises the tender of a consortium of specialists in various fields, the so-called “professional team”. The professional team is composed of several experts who can contribute to certain aspects of the policy around active nuclei.
These disciplines can include spatial planning, design of public space, mobility, negotiation and contracts, process guidance, creation of innovative store concepts, service design, events, communication and social media, (retail) data, real estate, interweaving, experience economy, ...
Local authorities can rely on the expertise of this professional team to further develop their policy 'busy cores'. They can apply through a call organized by Vlaio candidate to make use of a number of days of tailor-made guidance. The professional team can help identify (preconditions for) an effective policy or in the execution of certain actions.
The guidance is free of charge for the municipalities. The main condition is that the municipalities are able to clearly formulate their demand for input of expertise and are also organisationally — with the involvement of the various services — ready to make use of this guidance in a successful manner.
The competition procedure with negotiation was chosen so that there is room for discussion of possible adjustments to the proposed deployment and working methods of experts, the organisation of the cooperation between the experts in the consortium and the proposed plan of action of the Guidance.
The total budget for this outsourcing is EUR 1 200 000 (excluding VAT) or EUR 1 452 000 (including VAT). The duration of the contract shall be two years from the award decision and may be extended twice for one year in the event of delays but without any increase in the budget.
