Description:
Collection and management of municipal waste from owners of real estate inhabited and uninhabited in the municipality of Łochów in the years 2024-2025

1.The subject of the contract is the collection and management of municipal waste from owners of real estate inhabited and not inhabited in the municipality of Łochów, including the Point of Selective Collection of Municipal Waste.

2.The subject of the contract is divided into three parts:

1) Part I – collection of mixed waste (segregation residues, including ash) from inhabited and uninhabited properties;

2) Part II – collection of waste selectively collected from inhabited and uninhabited properties (including the Selective Municipal Waste Collection Point);

3) Part III – collection of biodegradable waste from inhabited and uninhabited properties (including the Selective Municipal Waste Collection Point).

3.The Contracting Authority authorises the submission of partial tenders. Tenders can be made for all parts.

Part I – collection of mixed waste (segregated residues, including ash) from inhabited and unoccupied properties;

1.The subject of the contract in Lot 1 includes the collection of mixed waste (segregation residues, including ash) from inhabited and uninhabited properties;

2.The estimated amount of municipal waste expected to be collected from property owners from the Łochów commune during the service (two years) constituting the basis for calculating the offer price is – 5200,000 Mg.

3 The detailed scope and description of the subject of the contract for all parts of the contract, including the scope and description referred to in Article 6f of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 2519) is contained in the Detailed description of the subject of the contract, hereinafter referred to as "SOPZ", which constitutes Annex 1 to the SWZ.

4. All requirements specified in the procurement documents are minimum requirements and their fulfilment is obligatory. Failure to comply with the minimum requirements will result in the rejection of the offer as incompatible with the terms of the contract under Article 226 (1) (5) of the Pzp Act.

5. The Contractor shall be obliged to perform the object of the contract in accordance with the SWZ and the documents attached thereto, the tender submitted and the applicable provisions of the general and local law as current at the date of execution of the order, while maintaining the highest professional level.

Part II — Receipt of waste selectively collected from inhabited and uninhabited properties (including from the Selective Collection of Municipal Waste)

1.The subject of the contract in Part II includes the collection of waste selectively collected from inhabited and uninhabited properties (including from the Selective Municipal Waste Collection Point).

2. The estimated amount of municipal waste expected to be collected from property owners from the Łochów commune during the service (two years) constituting the basis for calculating the offer price is: in Part II: (selectively collected), including:

a) paper and cardboard - 415,000 Mg,

b) glass - 760,000 Mg,

c) plastics (and multi-material) - 550,000 Mg,

d) bulky waste - 820,000 Mg,

e) WEEE (electrical and electronic equipment) - 50,000 Mg,

f) expired drugs - 3,000 Mg,

g) renovation and construction waste - 300,000 Mg,

h) tyres - 80,000 Mg,

i) paints - 2,000 Mg,

j) clothing -20,000 Mg;

3.The detailed scope and description of the subject of the contract for all parts of the contract, including the scope and description referred to in art. 6f of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 2519) is included in the Detailed description of the subject of the contract, hereinafter referred to as "SOPZ", which constitutes Annex 1 to the SWZ.

5.The Contractor is obliged to perform the subject of the contract in accordance with the SWZ and the documents attached thereto, the submitted offer and the applicable provisions of generally applicable and local law in the wording valid as at the date of the contract, maintaining the highest professional level.

Part III — collection of biodegradable waste from inhabited and uninhabited properties (including from the Municipal Waste Collection Point).

1.The subject of the contract in Part III includes the collection of biodegradable waste from inhabited and uninhabited properties (including from the Selective Municipal Waste Collection Point).

2.The estimated amount of municipal waste expected to be collected from property owners from the Łochów commune during the service (two years) constituting the basis for calculating the offer price is: in Part III: (biowaste) - 1600,000 Mg.

3.A detailed scope and description of the subject of the contract for all parts of the contract, including the scope and description referred to in Article 6f of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2022, item 2519) is included in the Detailed description of the subject of the contract, hereinafter referred to as "SOPZ", which constitutes Annex 1 to the SWZ.

4. All requirements specified in the procurement documents are minimum requirements and their fulfilment is obligatory. Failure to comply with the minimum requirements will result in the rejection of the offer as incompatible with the terms of the contract under Article 226 (1) (5) of the Pzp Act.
