The aim of this VgV procedure is to conclude a framework agreement (RV) with 10 suitable engineering firms for the planning, design and tendering as well as special services of road construction measures on main roads in Hamburg.
The plans have the content of checking and optimizing the street cross-sections,
bus optimization, the construction of rule-compliant cycling facilities and sidewalks with special consideration of the existing tree population, as well as the rehabilitation of ancillary areas and roadways.

Work phases 1 to 6 (partly proportionately)
as well as special services
with total fee costs > EU threshold (currently € 215 thousand net).
The award is partly (project-related) in stages.
The term of the framework agreement is three years after the conclusion of the contract.
The subject of the tender is the conclusion of a framework agreement with 10 suitable engineering firms for services of object planning traffic facilities in accordance with
§ 47 HOAI 2021 including special services for various road construction measures in the main road network of the Free and Hanseatic City of Hamburg.
The procurement involves measures in the area of basic repairs of main roads, including street drainage facilities, cycle path measures, bus optimization measures, ceiling renovation, and earthworks and road construction for development measures.
As a rule, the subject matter of the contract is the service phases 1, 2, 3, 4, 5 and 6 (partly proportionately) in accordance with the scope of services for object planning for traffic facilities (LB roads), July 2014 edition
(Annex 17) in conjunction with § 47 HOAI 2021 as well as the special services required by the client for the respective project, as required:
- Pipeline route planning in accordance with the service profile for pipeline routes (in accordance with LB Pipeline Route Planning issue January 2016) incl. pipeline enquiry,
Pipeline inventory, pipeline route planning, pipeline meetings and route instructions
- Coordination of pipeline layings during pipeline construction work and their monitoring in terms of time
- Development of a rehabilitation concept for road inlets (debris) and connecting pipelines based on the debris investigation
- Development of variants/a feasibility study for road wastewater treatment and retention as well as planning implementation
- Arboricultural support of the planning with the involvement of an arborist
- Construction preparation and planning, including coordination and development of the corresponding construction phase plans and traffic management plans including traffic meetings and coordination
Coordination of the diversion routes during the construction period, including calculation of temporary traffic lights
- Detailed signalling calculation of the traffic light systems
- Performing the tasks of the responsible coordinator including the preparation of documents (health and safety plan) for implementation planning in accordance with the provisions of the
Construction Site Ordinance (BaustellV. §3 Abs.2)
- Participation in public relations, committees and citizen participation, including the creation of information material, press releases, etc. (digital and analogue).
The award is partly (project-related) in stages.
In the award procedure advertised here, no fee offers are to be submitted in the bidding phase. The award criteria are made up exclusively of quality criteria.
Only after the conclusion of the framework agreement will project-related individual contracts be concluded on the basis of the results of individual calls.
There is no entitlement to an order.
The client estimates that between 10 and 15 individual contracts will have to be concluded during the term of the framework agreement.
A maximum of 20 individual contracts will be awarded.
There is a limitation to a maximum of 3 individual orders for one participant in the framework agreement during the term (cut-off date: date of dispatch of the invitation to tender).
If the number of participants is too small or there is no award-winning offer for individual orders, this value can increase accordingly.
