The aim of the procurement is to implement MARLIN equipment in accordance with NATO C4IS concepts in order to establish an autonomous, redundant, and robust tactical network.

The procurement concerns purchase of 20 to 53 units of STANAG 4691/AComP-4691-compatible MARLIN-systems that will be implemented in the military network in Norway.

The units will be used at sea on various vessel classes in the Norwegian navy. The systems must be interoperable with other NATO countries’ implementation of STANAG 4691. This include interoperability with both ratified version and draft of STANAG 4691.

The procurement period is anticipated to be Q3 2022 to Q1 2023, of 5-20 units at a time. The deadline to document interoperability with STANAG 4691 can be set at a later date than the first delivery. Requirement concerning delivery date and deadline to document interoperability with STANAG 4691 will be in the tender documents.

The estimated number of units and the timeline for purchase is not binding on the contracting authority.

The procurement also includes a maintenance agreement (Follow-On Technical Support agreement (FOTS-agreement)) for the technical life time of the entire system. The FOTS-agreement will cover service replacement purchases within the scope of the procurement.
