The smartest district in the NETHERLANDS is planned in the Brandevoort district of Helmond: Brainport Smart District (BSD). BSD is a unique, sustainable living concept, a concept that embraces experimentation and "learning by doing". As such, BSD is looking for early adopters: local and international pioneers who are open to experimenting with new ways of living and working. In order to design, realize and operate the smartest neighborhood in the Netherlands, it is necessary to link the innovative power of the (commercial) market and knowledge institutions to BSD at an early and long-term basis.

One of the components of BSD is a smart infrastructure, both underground and above ground. This tender relates to selecting the best partner for the realization of the smart infrastructure.

The selection guide contains information about the European tender for the "Design, realization, operationalization and continuous optimization of smart infrastructure" for the Brainport Smart District Foundation (hereinafter: client). For the purpose of this assignment, the client wishes to enter into a partnership with one party / consortium and to conclude a cooperation agreement and a construction team agreement as part thereof.

The tender consists of three parts: the selection phase, the dialogue phase and a tender phase.

The geographic scope is delineated by the contours of Brainport Smart District (Brandevoort Noord) in Helmond and extends over both area development phase 1 (eastern part) and phase 2 (western part) within the project area. In the scope for the smart infrastructure, a distinction is made between the basic scope and the optional scope. The components from the basic scope are part of the Assignment and thus the scope of the construction team and the design activities that are carried out within it. The optional scope is emphatically not part of the basic scope. The intention and ambition is self-evident to realize as much as possible from the optional scope and to include it in the construction team.
