Description:

Bysykkelen AS shall enter into a Framework Agreement for the delivery of a specific electric town bicycle. The procurement includes the production of a prototype, consequent testing and production of the bicycle, adapted and prepared for the existing town bicycle system with the existing infrastructure. The procurement includes delivery of spare parts for the bicycles, and natural incremental changes to the bicycle during the contract period.

Production and delivery of a prototype:

Prior to the production of the electrical bicycle, a prototype shall be delivered including certification in accordance with public procedures and guidelines (CE labelling and EN testing). Completion of the existing 2D drawings for prototype production will also be included.

A 0 series / pre-production shall be made and delivered. The series shall comprise 6 bicycles, and all prototype bicycles shall be delivered as part of the first order to Bysykkelen AS. All costs in connection with the work on the prototype shall be included in the offered unit prices for bicycles and spare parts. The costs that the tenderer has in regard to CE labelling and EN shall be covered by the tenderer, both for complete bicycles and for bicycle parts that involve a need for testing. The risk for tool errors or malfunction is the tenderer’s responsibility. The tools and molds developed in connection with the prototype process will be Bysykkelen AS’ property. A licensing agreement can be signed, including the use of this tool, see separate paragraph regarding license agreement.

Production and delivery of electrical bicycles:

After an approved prototype and testing, the tenderer shall produce the bicycles and deliver these to Stavanger. The contract is organised as a framework agreement, and Bysekkelen AS will make a guaranteed call-off of 500 bicycles, to be delivered by 12.12.2018. The call-off is formally made as soon as the contract is signed.

Beyond the first call-off for the bicycles, Bysekkelen AS will make further call-offs during the contract period based on the combined need of Bysykkelen AS and associated users of the Agreement On behalf of the associated users, Bysykkelen will coordinate need and send a combined call-off to the tenderer by the expiry of each quarter, and gather the orders to the minimum agreed call-off size. There is a non-binding estimate of 1 800 bicycles beyond the first order of 500 during the contract period.

Delivery of spare parts:

The tenderer shall, during the contract period, and in a period of a minimum 4 years after the end of the contract period, be able to deliver spare parts for the bicycles. The lifetime of the bicycles is expected to be 8 years. When new bicycles are delivered, the tenderer shall deliver a suggested range of spare parts for the first year of operation. Bysykkelen will gather orders of spare parts for components with long life-times, up to 2 times per year, and send a combined order.

License agreement:

The tenderer who is award the contract has the opportunity to enter into a licensing agreement for other production and sale of this specific electric town bicycle system to other parties, both nationally and internationally. This means, that the selected tenderer has access to an electrical town bicycle system, developed based on the experience from 4 years of operation where “cost of ownership”, user experiences, integration with public transportation and IOT solutions as well as other digital solutions have had focus Municipalities / towns, both in Norway and in Europe, have shown interest in the bicycle and system that have now been developed.
