The overall aim of the present framework contract is to provide the Commission with a real time information service concerning availability and cost of transport assets and other logistic support services for civil protection operations inside and/or outside the participating States and humanitarian aid operations outside the European Union.
In this context, the framework contractor shall have the capability to manage the entire transport chain and logistics functions from the port of entry/warehouse to the point of destination, including all elements of the modes of transport necessary up to and including the delivery to the predefined final destination services to ensure and deploy the assistance (means and teams) for civil protection and humanitarian aid operations. This will include all necessary equipment, facilities, qualified personnel, expertise and other means necessary to perform the transport, freight-forwarding and related services in accordance with the best commercial practice.
