The municipality of Hengelo, as a contracting authority, wants to contract one contractor to provide a shopping point for shared mobility in Overijssel. In this tender, the municipality of Hengelo acts as coordinator for all municipalities in Overijssel, the province of Overijssel and the Stedendriehoek region.
Municipalities need time, experience and overview to adequately respond to the opportunities, threats and developments of shared mobility. Small municipalities ask for expertise in organizing shared mobility, while at the same time more urban municipalities have questions about regulating shared mobility. In addition, there are opportunities to organize shared mobility across municipal borders.
The counter is only a direct point of contact for the municipalities within the province of Overijssel, Stedendriehoek and adjacent municipalities in the Zwolle region.
The main tasks of the one-stop shop are as follows:
1. The one-stop shop is the first point of contact regarding shared mobility for the municipalities and province, (new) shared transport providers who want to do something in the region and any other parties involved in the Province of Overijssel;
2. Carrying out an exploration for the subregions Stedendriehoek, Twente and Zwolle for an offer of cross-municipal shared mobility;
3. Drawing up a Overijssel strategic action plan with municipalities and/or regions for the further roll-out of shared mobility in the region;
4. The one-stop shop shall have the contacts and be able to connect parties and shall also take a proactive approach to achieving local and regional objectives in the field of shared mobility;
5. Advising on the implementation and roll-out of shared mobility in the province and regions, including exploring an offer of supralocal shared mobility;
6. Initiate activities to enable regional diversification in shared mobility supply. We strive for an appropriate form of shared mobility and thus increase accessibility in every municipality;
7. Supporting the provincial employer approach to align (large) employers from the region with the further roll-out of shared mobility in the region;
8. Provide support in communication to residents, administrators and other parts of the country who want to learn from us;
9. Advises on any research to be carried out in support of the shared mobility objective;
10. Monitoring the results of shared mobility in Overijssel/Stedendriehoek.
The specific tasks of the Overijssel shared mobility desk are:
1. Supporting municipalities in:
- the drafting and implementation of shared mobility policies and related items;
- the practical implementation policy (including the search for suitable locations for shared mobility offerings/hubs);
- the implementation of the shared mobility offer (think of agreements about service area, complaint handling, enforcement, etc.);
- Spatial developments such as new construction plans in which shared mobility and lower parking standards can be applied;
- the realization and implementation of (possibly) new forms of shared mobility, such as the shared scooters.
2. Draw attention to and link any subsidies to the development and organisation of shared mobility initiatives.
3. Draw up and implement a plan to monitor shared mobility in addition to existing monitoring platforms (including CROW) in terms of numbers, use and locations of use.
4. Take advantage of opportunities with regard to digital tools such as MaaS for the further developments of shared mobility.
5. Involving the Overijssel mobility brokers to get (large) employers from the province to join the plans for the further roll-out of shared mobility. By involving employers, more mass/demand can be created in the use of shared mobility.
6. Advising on and initiating (simple) research, e.g. user survey, for the purpose of obtaining data on shared mobility and the indicators of the project desk shared mobility Overijssel.
7. No later than January 2024, the province and all municipalities in Overijssel (with invitation to municipalities in the cross-provincial zwolle and stedendriehoek region) will be presented during the regular Overijssel Mobility Day the exploration of cross-border partial mobility per sub-region and the strategic plan for shared mobility Overijssel, including the Stedendriehoek region.
