The municipality of Askola is applying for a service provider of property maintenance services. The contract is fixed in duration
four years from 1 July 2022 to 30 June 2026. The agreement includes two (2) one (1) year long option periods (July 1, 2026 to June 30, 2027 and July 1, 2027 to June 30, 2028). The property maintenance service includes 18 properties which include Askola municipal schools, kindergartens, real estate occupied by the social and health service, properties occupied by the administration and other properties. The content and scope of the work of the property maintenance services, as well as the information on the properties, are clarified in the tender documents attached to this tender offer.
The municipality of Askola applies to the service provider of real estate maintenance services to manage the property management of Askola Municipality and the management of outdoor properties for the contract period. Tasks include the production of property management services according to the contract and service description. The management of buildings and technical systems includes ensuring operations, reporting detected errors, and care duties as specified in the service description.
The care of the outer areas is directed to green structures, superstructures, territorial equipment and external structures. Care also includes checking the condition of the items according to the property management plan and reporting faults to the supervisor and subscriber, as well as a service book. Care for outdoor areas includes sanitation, winter maintenance and vegetation work. The content of the tasks is described in more detail in the service description and target-specific maintenance programs. The completed work and work performance period by property shall be verified to the subscriber if necessary.
As a rule, property management services are produced on weekdays (Mon-Fri) between 7am and 4pm, unless the description of the service or the circumstances arises. For example, for snow work and anti-slip control, work hours are recorded in the service description. The property management service includes 24-hour emergency services on all days of the week. The on-call ensures the operation of the property as well as the safety associated with the use of the premises at all times.

The demonstrations of the destinations will take place during the week from 10, 7 to 10 March 2022. The subscriber requires that the bidder has been acquainted with the items before submitting their offer. The tenderer shall inform the subscriber of its participation in the item presentations using the “Participation in the presentation of items” form in the tender documents and mark on the form when they intend to participate in the presentation. The bidder must fill out and return the email attached to esko.halmesmaki@askola.fi by March 3, 2022. The form is in the tender documents in both pdf and word format. Visits will be arranged primarily at the present time, but the subscriber may, in exceptional case, arrange separately presentation dates in the new time. However, the date of presentation arranged in the event of an exception does not change the time limit for the submission of additional questions or the deadline for the offer.
At an acquaintance visit, the participant should present their name and what company represents. The findings and additional questions raised during this visit should be submitted through the electronic Tarjouspalvelu.fi Cloud procurement system by 14.00 on 16 March 2022. The offer form is in the tender documents in both pdf and word format. The tender form shall not be changed in any form, but only fill in the missing and requested matters. The inadequately filled offer form will result in the bid being rejected. The offer is not accepted by the bidder's own terms. The offer should be submitted in the requested form.
When comparing accepted offers, the subscriber uses the overall economical affordability where price and quality are used as a comparison.
