1. Object and aim of the procedure:
Allocation of services for structural design according to HOAI 2021 Part 4 Section 1,
Section 49 ff, work phases 1 - 6 as well as engineering control for the renovation of the town hall in Trossingen.
As part of the VGV procedure, an engineering firm is to be selected for the conversion and renovation of the town hall in Trossingen.
The town hall in Trossingen consists of 2 building sections, the historic old building, which is a listed building from 1904, and the extension from 1980.
Protected single monument. The extension must be renovated or replanned both organisationally and structurally. The historic town hall has not yet been barrier-free.

- Barrier-free access
- modernization of sanitary facilities
- surface renovation or beauty renovation
cultivation:
- General refurbishment of the stock
- Renovation of library and boardroom
- Energetically refurbish the building envelope
2. Procedure
The award procedure is divided into 2 stages. In an open participation competition (1st stage), interested companies can apply to participate in the negotiated procedure. For this purpose, the required
Provide and prove exclusion, selection and eligibility criteria (see Section II 2.9 and participation documents). The applicants selected for the 2nd stage will be invited to bid talks.
The award is made on the offer, which can achieve the highest overall score after evaluation of the award criteria (see Section II.2.5 and award documents).
The client will negotiate the contract with all selected bidders.
3. Assignment
The assignment is subject to project approval by the municipal council of the city of Trossingen within the framework of call-off agreements. The contractor is obliged to provide the services, including performance phase 8
HOAI when the project comes to fruition.
The commission for the conversion and renovation of the town hall is initially carried out until service phase 3. The client intends to commission the services in stages. A legal right to transfer all levels of performance
does not exist.
