HM Revenue & Customs (HMRC) has a requirement for a variety of professional service providers to enter into a Framework Agreement to provide Organisational Development Consultancy Services. Organisational Development (OD) is a cross cutting function which will focus on supporting HMRC in the delivery of its strategically designed future size, shape and operating model. Service Provision will be to HMRC’s most senior ‘Tiers’ of management at the Tier 1 to Tier 3 level and may be rolled out to Tier 4 managers on an exceptional basis. There are eight Tiers in all; Tier 1 as the Chief Executive, Tier 2 the direct reports of the Chief Executive and so on down to Tier 8. OD will partner the business to develop an understanding of the strategic and operational drivers of change within the department, it will also provide the analysis, tools and expert support to define the optimal way to organise and transfer HMRC resource. The Organisation Development work can be broadly divided into two distinct strands: Lot 1- Leadership Development for Senior Executives, Lot 2 - Strategic Organisational Development. HMRC does not intend to use an e-auction as part of the Framework Award procedure, but the right is reserved for individual clients to use an e-auction as part of any 'call-off' contract award.
