As part of its development, Caen la mer Habitat plans to build 86 housing units in the ZAC les hauts de l'Orne, in the commune of Fleury Sur Orne. This program is part of the land identified "Lot 1" of phase 2 whose acquisition is planned from Normandie Aménagement.

The provisional start of the design is set for July 2023 for a global forecast market period of 46 months maximum (excluding GPA) i.e.:
- 8 months for the firm tranche (TF): Design
- 24 months for optional tranche 1 (TO1): Construction of 80 social rental housing + parking
- 14 months for the optional tranche 2 (TO2): Realization of 6 housing social accession
Estimated start date: March 2024
Maximum estimated completion date (if TO1 and TO2 consecutive): May 2027
