The purpose of this procurement procedure is to enter into a framework agreement on support, delivery and professional services for AVID system components. This includes both the Avid system components already used by the participating broadcasters and the components to be procured during the contract period. The television productions of the participating broadcasters shall be supported, at national and international locations, including by systems of the manufacturer AVID Technology, which are used as individual components or within the framework of integrated overall systems:

—— editing systems (MediaComposer, etc.),

—— Edit memory (Nexis, ISIS, etc.)

—— recording and playout server (Fastserve ingest (FSI), airSpeed),

—— media management systems (Interplay PAM, MediaCentralclouDUX, and backend systems),

—— Editorial systems (iNews),

—— Browsing Systems (MediaCentralCLOUDUX Clients)

—— Audio editing (AVID Pro Tools)

—— Orad graphics products (Maestro, Morpho, HDVG, PlayMaker, TD Control, etc.).

The aim of the competition is to conclude a contract for all systems already supplied by the manufacturer AVID or to be delivered during the term of the contract, with the following components:

a) supply of hardware and software (rebate framework agreement),

b) Support:

— by qualified personnel (AVID certification (ACSR)),

— Update systems by AVID certified software updates,

— Hardware replacement.

c) Supplementary services to support for installation, commissioning and updates, as well as advice (professional services) within the framework of the daily rate agreement requested.

The procurement procedure shall be carried out jointly for the participating broadcasters. ZDF will issue the surcharges. Each broadcaster shall conclude the specific contracts, including possible option commissions and calls from the framework agreement, directly with the contractor (AN).

Order volume

The commissioning of support for the inventory infrastructure is binding for the following broadcasters and service periods:

— MDR 1.1.2022 to 30.9.2023,

— SWR 1.10.2021 to 30.9.2023,

— ZDF 1.10.2021 to 30.9.2023.

The contracting of support for the stock infrastructures shall be binding for the following broadcasters and service periods, subject to the approval of the bodies:

— HR 1.10.2021 to 30.9.2023,

— DW 1.10.2021 to 30.9.2023,

— DLR also requires support in the period from 1.1.2022 to 30.9.2023.

The contracting of support services of EUR 4 640 000 is a binding commitment for the above-mentioned broadcasters and periods (of which EUR 1 320 000 is still subject to committee reservations).

For PAM components, the broadcasters participating in this framework agreement estimate to make investments of EUR 2 130 000 over the 24-hour baseline period, of which a minimum purchase of EUR 440 000 is committed.

As part of the tender request, the final verified totals will be communicated to the bidders.
