The Norwegian Meteorological Institute (Met.no), the Norwegian water resources and energy directorate (NVE), the Norwegian Public Roads Administration (NVV) and the Norwegian National Rail Administration (JBV), henceforth referred to as the Awarding Authority, shall develop a custom-made station network with several new weather stations in defined regions. The station network shall provide measurement data for development of the avalanche forecasting. These are weather stations which shall cover requirements mainly in the mountain regions. In connection with this, the Awarding Authority wishes to enter into a framework agreement with 1 supplier in accordance with the Public Procurement Regulations’ § 15-3(2). The framework agreement period is 2 years with option for 1+1 year(s) prolongation.

During 4 years the Awarding Authority shall establish approx. 40 relatively simple measurement stations, defined as base stations with a limited measurement scope (air temperature, relative humidity, wind speed and direction, snow depth, precipitation, possibly precipitation intensity and global radiation/received short wave radiation) as well as some few extensive reference stations in the range of 15 extra parameters in addition to one basic station (see further details in the requirement documents, ObsT_020 chapter 5). In 2012 the Awarding Authority wishes to procure 5 basic stations and in the years ahead the number will be up to 10 basic stations per 10 years. The procurement includes sensors, mechanical equipment, establishment of necessary infrastructure and installation of the station site.

Even if it is an objective, it may be that all stations cannot be equipped with the described parameters for a basic or reference station. The reason for this is that the measurement might be affected by the exposure at the station site. It may also be relevant to install a station with e.g. wind and temperature measures at one site and precipitation and snow measurements at another site, 1 km away. This implies more mechanical parts and it will be necessary to establish local communication between these units (see ObsT_020 chapter 7.1).

The Awarding Authority also requests tenders for installation as well as individual prices for each component (dataloggers, sensors, modem, etc.) (in order to expand the existing stations to basic and reference stations). It is also requested tenders for a support agreement (see details in the requirement specification documents, ObsT_020 chapter 12.6).
