AWB Köln GmbH is developing a cleaning cadastre together with the city administration of Cologne. The primary goal is to record responsibilities for cleaning public areas in Cologne. The same applies to geographic area data itself. Simply put, all cleaning contracts must be linked to area information and displayed visually.
AWB Köln GmbH is developing a cleaning cadastre together with the city administration of Cologne. The primary goal is to record responsibilities for cleaning public areas in Cologne. The same applies to geographic area data itself. Simply put, all cleaning contracts must be linked to area information and displayed visually.
Several preparatory work has already been carried out via a pilot project launched in 2019, so that database structures now exist with the present contracts, a process for digitizing area information is coordinated and the available data can be linked and visualized. The collected data is now to be secured in a multi-stage quality assurance process.
The pilot project was set up for the area of Cologne's city district “downtown”. Digitization is already underway in two other city districts or is nearing completion. We expect the collection and quality assurance of area information in particular for the rest of the city area to take another three years.
In addition to the aforementioned work, further goals of the project can be achieved, which are derived from the basic functionality and are also to be implemented during the tender period. Functionalities to be achieved as an example are:
— creating various evaluations,
— access to the cleaning cadastre through mobile applications, such as mobile control of cleaning services or recording other objects such as waste bins,
— connection to complaint management,
— (visual) documentation or presentation of services or performance disturbances during cleaning,
— contract data maintenance,
— Presentation of responsibilities for winter maintenance For the tasks described, we need support with project management, conceptual development, configuration and technical implementation, as well as rolling out the end product into the breadth. In order to ultimately make the cleaning cadastre accessible to employees without expert knowledge and GIS software, a web-based geoportal is to be established that accesses the developed geodata structure. The service provider must include the portal and the software required for operation into the project.
The negotiated procedure consists of 2 elements:
— a framework agreement for the retrieval of project services and
— Geoportal and the switching layer for accessing the database (investment and maintenance), to be installed on the network of AWB Cologne.
The term for the framework agreement should be three years, with an option to extend for another year. The geoportal is to continue to be used by the AG after the master agreement expires.
