Structural design services/building physics (Lot 3); § 51 HOAI, LPh 1-6
The client, the Hessian municipality of Wölfersheim, is planning the construction of a new three-field sports hall on an open space in its district of Södel near the Jim Button Primary School. This is intended to meet the great demand for modern sports facilities for the local sports clubs and schools. It is also intended to serve the implementation of cultural events. Therefore, it is currently still intended to use the hall as a multi-purpose hall. The municipality has decided against the renovation of the nearby existing sports hall.
The aim of this tender is to award the necessary planning services (object planning, structural design incl. building physics, technical building equipment (electrical engineering), technical building equipment (heating, ventilation, plumbing) and outdoor system planning to planning offices, which advance the project planning on the basis of the existing feasibility study (ANLAGE 11) in close coordination with the client and mutual coordination. The planning offices should be familiar with the planning of corresponding objects in the area of sports halls (DIN 18032) and have relevant experience.
The current cost estimate for the building amounts to approx. EUR 5 million (net). This budget must be adhered to as far as possible during planning. If necessary, due to current price developments in the construction sector, a sliding clause for the construction cost ceiling will be included in the contract. A discussion of this sliding clause is reserved for the negotiated procedure.
The declared goal is not planning "bypassing the client", but the achievement of maximum relief for the client while at the same time very close cooperation. Therefore, and in order to ensure close cooperation, regular reporting to the client is expressly desired and required to ensure complete controlling with the client being able to exert influence at any time. Contractors must appoint a permanently responsible and approachable project manager and his/her deputy. This requirement is to be guaranteed contractually. In addition, they offer a suitable reporting mechanism in their concepts. On the one hand, the presentation must reflect how close coordination (regularity and content) should take place and how the development of construction costs should be brought to the attention of the client. It must be given the opportunity to intervene in good time should costs get out of hand.
The subject of the tender are those planning services that are required for the new construction of the sports and multi-purpose hall. Specifically, these are the services that can be seen from the project-describing annexes to this procedure letter. All basic services according to Siemon are commissioned within the service phases 1-6 from the performance profile structural planning according to § 51 HOAI and form the billing basis to be proven. The assignment takes place successively and gradually, as can be seen from the adjacent draft contract (ANNEX 03). A legal claim to the retrieval of the next performance level does not exist. Bidders offer a flat rate for the basic services.
In addition, the additional services of the reinforcement acceptance and the completion of the shell are commissioned with the contract. Bidders also offer a flat rate for this, which includes the travel costs.
The client plans to apply for funding from the state of Hesse. Bidders take into account the special service according to HOAI of participation in the preparation of a signature-ready funding application including all related and necessary services in their offer with a special partial package price. The contractor of lot 1 (object planning) is commissioned with the preparation of the funding application. Contractors of lot 3 therefore work constructively with the object planner. The commissioning of this service is subject to the proviso that a relevant funding program exists.
In addition, the bidders offer a fee for additional services at an hourly rate.
The price offers are made on the attached price sheet (APPENDIX 02).
The Contractor's obligation to perform shall commence immediately after the award of the contract. It is currently announced that the contract will be awarded in July/August 2022.
However, we ask for your understanding that due to the uncertainties that can naturally always occur in the context of a procurement procedure, no binding information can be given as to when the contract will be awarded.
Since the services potentially have an impact on the entire course of the project, the work must be started immediately and always advanced.
The planning services from the feasibility study and a municipal planning (LPh 1 - LPh 2) are to be taken over and further developed. If, during the examination of the tender documents, bidders notice that the municipality's own plans or parts thereof are not suitable for the realisation of the project, they are obliged to indicate this to the client in their initial offer with justification before the first negotiation date is organised in order to determine the required scope of services before the final submission of the tender and to enable an adaptation of the tender documents. Otherwise, they adopt the plans at their own risk by submitting an offer.
