Description:
Acquisition for transferring customer and medical records for long-term archiving, including non-Kanta storage documents, with the aim of fulfilling filing obligations and achieving cost savings by terminating contracts for systems out of active service, using a dynamic procurement system.
Archiving old sote data

The acquisition to be carried out is primarily related to the need to transfer customer and medical records in electronic form within the scope of long-term archiving to the Patient Information Repository of Kanta Services and to the Social Welfare Customer Information Repository.

Secondarily, in the same context, non-Kanta storage documents shall be transferred to the appropriate place of storage. Such documents may include invoices, appointment bookings, medical records born in social care, or a number of different forms.

Acquisition aims to implement archiving information within existing medical records systems under custodial duty in accordance with requirements and cost-effective manner. Acquisition objectives therefore consist, in addition to fulfilling the filing obligation, of the cost savings that consist of allowing contracts for the systems that have been out of active service can be terminated.

The dynamic procurement system has been established because regional needs are specified at the start of regional transfer projects and the need to allow qualifying suppliers to join the procurement system while the procurement is ongoing. Exact information on the systems to be transferred will be provided to participating suppliers in the context of the acquisition phase.

The dynamic procurement system to be implemented is divided into the following areas:

1) getting all information subject to custodial duty out of existing health care medical records systems in an agreed format,

(2) obtaining all information subject to a custodial obligation from existing social care customer information systems in an agreed form;

3) the conversion of data to a standard format in accordance with the nationwide Kanta specifications for health care medical records and legislation for health care patient data produced in the social care unit, and the export of modified data to the Patient Data Repository in Kela as required,

(4) the conversion of data to a standard format in accordance with the specifications of the Social Care Customer Information Repository and the export of modified data to the Social Care Customer Information Repository by a certified Class A system;

(5) the introduction of non-customer and patient data (or, for other reasons, documents not received by Kanta) into another depository in an agreed form during competition within the procurement system, including the archiving of that information and

6) project management/design and architecture work related to regional migration, where the need to leverage competencies in the following areas: customer and medical data systems, migrations of customer and medical records, archiving of clients and medical records, architecture guidance of projects; operating in a multi-vender environment and supporting procurement.

The contracting system does not have an obligation to purchase and does not constitute an exclusive right for the supplier to sell specified sets of work to the parties involved in the scheme.

A candidate may submit an application to one or more aspects of the DPS. As an exception, a tenderer accepted for Subdivision 6 cannot be a bidder in Subdivisions 1 to 5. The requirement is based on the fact that Subdivision 6 includes procurement support.

Providers participating in subdivisions 3, 4 and 5 of the dynamic procurement system shall know the necessary access techniques for exporting data to the target system. When submitting an offer, the tenderer shall find out/know the clearable edge conditions for integration, so that supplier guidance on the principles of sote filing does not incur additional expense in addition to those priced in the bid for internal competition in the procurement system to the customer.

Dynamic procurement system in general

The dynamic procurement system is a fully electronic procurement procedure (Law on Public Procurement and Concessions 1397/2016, Section 49) for conventional and generally available procurement and is open for its duration to all suppliers meeting the conditions of compatibility.

A dynamic procurement system shall be established (Section 50 of the Procurement Act) by the publication of a procurement notice which shall indicate the duration of the procurement system and the nature and estimated quantity of the planned procurement under the scheme.

• the tenderer may join at any time during its validity

• may be associated with an unlimited number of providers

• approved on the basis of an application for participation, a candidate meeting the suitability requirements set out in it

• all procurement must be competitive among DPS approved suppliers

• there is no limit to the number of competition

• the object and requirements of the acquisition are defined on a competitive basis

• selection criteria are made on a competitive basis

• prices settle on a competitive basis in accordance with customers' needs.
