The purpose of this contract is to tender the supply, installation, integration and commissioning of the video surveillance system and maintenance of a video surveillance camera system with license plate recognition and warning management, telecommunications system for connecting these cameras into network, which can be integrated into the corporate infrastructure of the Roca del Vallès Town Council, taking into account, in any case, its improvements.
The aim of this contract is to provide the municipality with a license plate management system, in order to incorporate the ambient and LPR cameras. To do this, the successful bidder will have to undertake the tasks necessary for the proper installation, commissioning and testing of the system for the control and registration of infringing vehicles and the vehicles included in the database that circulate in the municipality of La Roca del Vallès, including the services of:
- Supply and installation and placement of the necessary support elements for the cameras and the power supply system.
- Supply and installation of the equipment (hard and soft) in the selected locations.
- System configuration for each of the checkpoints.
- Testing and commissioning of all installations.
- Presentation of as-built documentation (memory, drawings and technical documentation).
- Carrying out the necessary training for technicians appointed by the Roca del Vallès Town Council for the optimal use of the entire system by them.
- Execution of civil works (floor tiles, metal support, concrete base, anchors, etc.) at those points necessary for the correct installation of the elements.
- Certification and legalization of the facilities carried out.
- Integration of general data with the existing imatges analysis system.
- Maintenance of the installation. The project must include the maintenance of the entire installation for the duration of the equipment warranty or, at least, for the duration of the administrative contract which is 3 years from the delivery and commissioning of the system at the City Hall.
- The contractor shall carry out preventive, corrective and evolutionary maintenance of the equipment supplied, which shall last for a minimum of 3 years from the conclusion of the contract and shall consist, at least, of the following operations:
- Review of all facilities.
- Cleaning the optics of the cameras.
- Checking camera settings.
- Checking that the cameras have not moved from position due to actions such as wind and other weather causes.
- Analysis that the system works optimally.
- Delivery of review report and proposal for improvements.
- Technical assistance service to the City Council's IT staff and system and network maintenance personnel.
The contract shall provide for the maintenance service of the transmission elements of the communications network, video surveillance cameras and the corresponding computer services within three years.
- Implementation of WIMAX connection from the control center to the point of installation of the video surveillance cameras whenever possible.
- Road signs.
