The purpose of this contract is to collect face-to-face the National Housing Survey (ENL) in metropolitan France, including Corsica, from a main representative sample of 70,000 dwellings, possibly supplemented by four reserve samples of 5 000 homes each. The objective is to achieve at least 35,000 successful surveys in principal residences representative of the park of principal residences of metropolitan. The General Commissariat for Sustainable Development (CGDD) of the Ministry of Ecological and Solidarity Transition (MTES), hereinafter called the "Administration", is the contracting authority. Within the CGDD, it is the Department of Data and Statistical Studies (SDES) that will provide this project management.

The realization of the tools necessary for the collection: elaboration of an electronic questionnaire and a paper version of this questionnaire, deployment of the questionnaire on the collection stations, development of the application of management of the survey and the database of results; Potential recruitment of investigators and survey managers; Test of the questionnaire: training of the interviewers and the managers in charge of the test, making contact with the households of the houses investigated for the test, testing and validation of the electronic questionnaires, verification of the collection chain, control and possible correction of the test results transmission of corrected data to the administration; Adjusting the computer tools developed for the collection and management of the survey in the format of the final questionnaire; Training of investigators and managers in the investigation; The distribution and transmission of the contact cards to the investigators in paper format; Making contact with households in the homes surveyed: sending a letter of notice, setting up a toll-free number so that the households surveyed can indicate their availability, search for telephone numbers of the households surveyed when they are incorrect or are not informed in the contact sheet, made appointments for the passage of the investigator; The completion of the national survey of interviewing by interviewers: execution of the electronic questionnaire at the respondents' home (or, in case of impossibility, in a public place to be agreed with the respondent).
