The Federal Institute for Real Estate (BImA) is planning the construction of two new apartment buildings for federal employees with simple and medium incomes in the city of Kiel, district Pries-Friedrichsort.

Brief description of the plot:

Current use: 3 apartment buildings with 4 apartments each, a total of 12 apartments, hinterland: garden use by tenants

Project objective: After demolition of the existing buildings (commissioned) new construction of 2 multi-family residential buildings incl. outdoor facilities

The new buildings to be built on the site of Stromeyerallee 4 – 8, in 24159 Kiel, are to be built as climate-friendly as possible in accordance with the requirements of the federal government, with a special focus on the use of renewable energy sources for energy supply.

Sustainable construction – as an important component of the German sustainability strategy updated in 2017 – has been a natural part of the planning and construction processes in federal construction for many years. This is supported not only by the necessary role model function of the federal government as the largest public developer in Germany, but also by the need to implement current political objectives. It deals with questions of environmentally and climate-friendly construction, the required energy, resources and cost efficiency or the requirements of demographic

Development. The methods of the Sustainable Building Guide were introduced in 2001 as early as 2001 for civil construction measures by the Confederation. With the completely revised version in 2013, the quality requirements for federal buildings were fundamentally further developed and specified in practice. These must continue to be reviewed and adapted to the requirements for a modern federal building. The construction measures must be transparently documented and evaluated on the basis of the Sustainable Building Assessment System (NBB) according to defined criteria and evaluation standards. According to the Sustainable Building Guideline, the contractor must develop, plan and implement a housing project in accordance with the specifications of the location, which in addition to the ecological, also the economic and socio-cultural aspects are intensively considered and possibly even forward-looking for the ecological housing of the federal government. Following the decision of the Federal Institute for Real Estate to dismantle the three existing apartment buildings in favour of more efficient new development, a preliminary building request was submitted to the city of Kiel in October 2020. A preliminary decision according to § 66 LBOSH of 09.11.2020 is available. According to the preliminary decision, a development with 2 three-storey apartment buildings, with a total of 25 units and a living space of approx. 1,600 m² is permitted. In addition, as part of the implementation by a qualified specialist planner, car and bicycle parking spaces, as well as a children's playground are to be realized on the newly structured property.

The allocation of planning services acc. HOAI is gradual.

The following procedure is carried out:

In phase 1, potential applicants are invited to participate and submit the application with the required evidence.

In phase 2, the requests to participate will be checked and the number of admitted applicants will be limited.

Phase 2 applicants will be invited to negotiate separately.
