The target of this acquisition is a framework agreement to be signed for 2023–2027 on Certia Oy's Low Code small-scale development with the Outsystems product. As an option, the contract can be extended to 2028 and 2029. Within the framework of the agreement, expert services for small-scale development will be procured on a case-by-case basis.

In this procurement, small-scale development refers to development projects in which the selected suppliers are used, for example, in the delivery of projects, as an expert in development projects, in solving problems, in the planning and implementation of change requests, in the presentation of solution options, and in the configuration and development of new functionalities. Development projects include solution design and definition work in cooperation with Certia's development and service experts or customers, as well as low-code project management, implementation and testing.

The monitoring and further development of implemented solutions can take place either by the client or the supplier. In addition, the client can, if they wish, take care of the support for the implementations resulting from the development projects themselves or purchase the support service separately. The acquisition may also include training services for the Low Code instrument.

A development team is formed for development projects, where experts with different competence roles are needed. The composition and scope of the development team is agreed as needed on a project-by-project basis. The supplier shall be able to provide experts comprehensively in the different areas described in more detail in the appendix (Appendix 3: Competence and experience of experts). Annex 3 also lists the minimum requirements for the supplier. If the minimum requirements are not met, the tender will be rejected.
