This contract consists of the conclusion of a framework agreement and, in its wake, of subsequent contracts for the operational leasing, without option to purchase, of vehicles for the benefit of the contracting authority and its partners. The vehicles covered by the framework agreement are intended for management staff and logistics services.

The purpose of the framework agreement is to appoint 3 tenderers who have submitted the most economically advantageous tender on the basis of award criteria specific to the framework agreement.

The adjudicator can not accurately estimate all the quantities he will order or the models that will be chosen.

Nevertheless, the following quantities can be expected:

- 16 orders in 2020,

- 5 orders in 2021,

- 6 orders in 2022,

- 7 orders in 2023,

- 2 orders for utilities which are currently owned and which can not be defined by leased vehicles.
