The subject of the contract is the development of documentation for the task: Preparation of project documentation together with elements of pre-project documentation with author's supervision for the project: "Revitalization of railway line No. 107 Nowy Zagórz - Łupków".

The subject of this contract is the development of project documentation with elements of the Feasibility Study necessary for the implementation of the project entitled "Revitalization of railway line No. 107 Nowy Zagórz-Łupków".

The Feasibility Study is the basic document, submitted when applying for EU funding under any operational program, describing the project, as well as the legitimacy and feasibility of its implementation in a specific variant. The study should provide the Employer and the institutions responsible for the implementation of projects financed from public funds in Poland with the necessary grounds for making financial and material decisions regarding the implementation of the project. The study will be the basic document for the implementation of the entire project - the solutions and concepts contained in it will become the basis for the development of other elements of documentation and stages of the project.

In connection with the performance of the contract, the Employer expects the Contractor to achieve the following objectives:

1) determining the optimal investment option for project implementation in the context of transport forecasts and future operational and maintenance needs, with particular regard to regional traffic;

2) definition of the project financing model;

3) comprehensive presentation of conditions and recommendation of the best project implementation solutions;

4) after the Employer accepts the selected variant, develop project documentation for it together with all administrative decisions (including preparation of an application for issuing a decision on environmental conditions, a decision on determining the location of a railway line and an application for a building permit, obtaining water-legal permits) and preparation of tender materials for the announcement of the tender procedure for the implementation of construction works in accordance with the selected implementation option.

As a consequence, based on the prepared documentation, it will be possible to carry out construction works aimed at improving the condition of the degraded railway infrastructure.

The contracting authority envisaged the award of similar contracts as referred to in art. 134 section 6 item 3) of the Public Procurement Law in the contract notice for this Order. A similar order may be awarded under the single-source procurement procedure, after prior negotiations with the Contractor, in particular regarding the terms of the contract, including the price, time limit for completion, warranty period / warranty period and may include the following industries:

a) construction and building;

b) bridge;

c) road;

d) telecommunications;

e) gas, heating, ventilation and sanitary networks;

f) rail traffic control;

g) railway engineering;

h) electrical and power networks, installations and equipment;

i) architectural;

j) the provision of services in the field of geodesy;

k) providing services in the field of geotechnics and geology;

l) providing rail traffic engineering services and transport organization;

m) provision of costing services;

n) obtaining administrative decisions.

In addition, the Employer envisages the award of similar contracts in the scope of author supervision.
