The contracting authority, the Directorate for Labour and Welfare, invite tenderers to a negotiated procedure for the procurement of parallel framework agreements for the provision of services for the development and administration of systems on a mainframe, as well as the transition of selected systems out of the mainframe.
The aim of the procurement is to establish a contract with 2 tenderers for the provision of services for the development and administration of systems on a mainframe, as well as the transition of selected systems out of the mainframe. The transition will involve moving or replacing systems on the mainframe over to newer platforms and technology, mainly Java.
The current systems on the mainframe cover several main areas:
1) Infotrygd;
2) Finance systems;
3) Joint registers;
4) Calculation module within the contribution system.
The systems and use of the mainframe are described in more detail in the tender documentation for the procurement, cf. Annex 3 Description of the existing system areas.
The tenderer's resources shall be part of the contracting authority's development team and the tenderer shall be able to staff various roles in the development team. The work will mainly include architecture /system design, design /development, tests, error recoveries, preventive maintenance, team management and technological and technical support.
The contracting authority will carry out the development, administration and transition with internal resources and resource reinforcements from
Tenderers, as well as meeting changing capacity needs from suppliers. The tenderers could also be responsible for the results from the implementation of development assignments.
The contracting authority will emphasis the use of a flexible implementation model for further development.
