The subject of this award (on the basis of the Sector Ordinance) is all planning and construction supervision services still required for the construction and commissioning of an IKWK plant.
The contracting authority is a municipal service provider of general interest, the sole shareholder of which is the city of Sömmerda. The awarding body holds a 51% stake in Sömmerdaer Energieversorgung GmbH (hereinafter: SEV). The remaining 49% is held by STEAG New Energies GmbH (hereinafter: SNE).
The SNE and the SEV intend to build a CHP plant (as a CHP project) on the site of the combined heat and power plant ("Am Kraftwerk 3, 99610 Sömmerda"). The electricity is fed into the medium-voltage grid of the SEV via an independent grid connection. The useful heat of the CHP plant is fed into the district heating network of the SEV. The CHP plant is not the subject of this award.
Because the awarding body, together with the SNE and the SEV, is striving for a further ecological conversion of the district heating in Sömmerda, the conventional CHP plant is to be expanded by an innovative CHP project (CHP) at the same location. The further project is the sole subject of this award. It will be funded in accordance with the iKWK surcharge of 20 December 2021. The innovative heat generation is scheduled to go into operation in the second quarter of 2024.
The project comprises innovative heat generation, which essentially consists of two river water heat pumps and a power-to-heat facility.
The awarding body acts as an investor and the SEV as a future tenant.
The scope of the project can be described as follows:
• 1 installation building to accommodate the compression heat pumps (KWP), the Power-To-Heat (PTH) device as well as the associated electrical engineering and ancillary equipment,
• 2 compression heat pumps for the use of river water heat with approx. 1.25 MWth heat output each,
• 1 Power-To-Heat (PTH) device with approx. 2.5 MWth heat output,
• 1 river water heat exchanger with approx. 2.00 MWth heat output,
• New construction or upgrading of the existing cooling water route between HKW and Unstrut,
• New construction or upgrading of the associated inlet and outlet structure,
• associated pipeline construction and plant engineering,
• associated medium-voltage and low-voltage switchgear as well as transformers,
• associated automation technology and integration into the existing power plant control technology,
• optional: New construction of a PV system with approx. 1.3 MWp for the generation of renewable self-generated electricity for the CHP plant.
On the previous planning annexed thereto, consisting of
- the heat circuit diagram "Hot water heat circuit diagram", drawing no. 109-10-047_F of 31.01.2022,
- the draft plan "Installation plan for new HW and CHP 2+3", drawing no. 109-16-218 of 18.02.2022,
is additionally referred to with regard to the project description. The previous planning is a mandatory basis for further planning.
On this basis, the subject of this award (on the basis of the Sector Ordinance) is all planning and construction supervision services still required for the construction and commissioning of the IKWK plant.
In this respect, the future contractor, as general planner, must provide all planning, project planning, awarding and monitoring services that are necessary for the complete, functional and operational production of the innovative CHP project (CHP) project on schedule. Material selection, constructive solutions and designs are owed by the future contractor.
On this basis, the performance obligations of the future contractor include all basic services of the relevant service profiles of the HOAI and, if necessary, also special services that are necessary to create the project in accordance with the contract and to be able to put it into operation, in particular
• the design and execution planning for the performance profile object planning of civil engineering structures, for the engineering services of the performance profile structural planning and the technical equipment (with all relevant plant groups), the thermal building physics, the sound insulation and the room acoustics, the soil mechanics, the earth and foundation construction including the subsoil assessment and foundation consulting, the fire protection specialist planning in the form of the adaptation and updating of the existing fire protection concept; the future contractor acts as a general planner in this respect;
• the execution of all the above and other possibly necessary engineering and architectural services, taking into account economic efficiency with the aim that the subsequent maintenance and operating costs do not exceed the usual level for construction projects of the present type;
• the complete planning of the necessary mechanical equipment (both object and technical planning), unless this is taken over by the installer in accordance with the agreement;
• the preparation of the service description and the other procurement documents necessary for the complete realization and commissioning of the project, including the mechanical equipment, as well as the participation in the award, in this respect, in particular all basic services described in the service phases 6 and 7 of the relevant HOAI service profiles must be provided, including special services that are necessary;
• a comprehensive construction management and local construction supervision as well as object supervision including object supervision, in this respect, in particular all basic services described in the service phases 8 and 9 of the relevant HOAI service profiles must be provided, including special services that are necessary.
In the event that the contracting authority makes use of the option "New construction of a PV system", the aforementioned services (for an additional fee) also extend to the PV system.
