The objective of this Request for Tender is to establish three frameworks of suitably qualified and experienced consultants for the provision of services and activities to support Local Authority Climate Action Planning and Implementation. Services are required, as considered relevant and as the need arises, by individual local authorities as framework purchasers.

To carry out the necessary analysis and development of Baseline Emission Inventories (BEIs) of Local Authority jurisdictions as required, as part of the development of Local Authority Climate Action Plans and as outlined in the Local Authority Climate Action Plan Development Guidelines in Annex C. The level of work required under Lot 1 is categorised under a tiered approach outlined in Section 2.3. The emissions baseline will serve as an evidence-base for local authority mitigation planning in their administrative areas.

To carry out a qualitative (Tier 1) Local Authority Climate Change Risk Assessment in Accordance with the methodology provided in Annex B of the Local Authority Climate Action Plan Guidelines. The climate change risk assessment will serve to underpin evidence-based adaptation planning by the local authority.

Potential to award additional contracts over the lifetime of the Framework for any work that may be needed towards the development and implementation of Local Authority Climate Action Plan actions, Local Authority Climate Action Charter Objectives, and Local Authority Decarbonisation Zones.
