Subscription of ECHA for 2024 to the SciFinder database, through which the Agency has access to CAS numbers that are essential to identify the chemical substances. The CAS number provides a unique, unmistakable identifier for chemical substances.

The justification for establishing a contract with CAS for the SciFinder database is based on Point 11.1.b) of Annex 1 to the 2018 EU Financial Regulation. The negotiated procedure without prior publication of a contract notice, regardless of the contract value, can be used: where the works, supplies or services can only be provided by a particular economic operator for technical or artistic reasons, or for reasons connected with the protection of exclusive rights.
