The tender guidelines are in front of you. The Langedijk and Heerhugowaard Work Organization (hereinafter referred to as WLH) has decided to organize a European public tender in which suppliers are invited to submit a tender for a new Civil Affairs application. In the context of the harmonization of Civil Affairs after the official merger and in the context of the administrative merger of the municipalities of Langedijk and Heerhugowaard in the municipality of Dijk en Waard as of 1.1.2022, it is necessary to switch to one application for Civil Affairs . Two different applications, one for each municipality, are currently being used. In addition, the development of digital services plays an important role.
The assignment includes the following aspects:
a. The Civil Affairs Application should support the following core tasks:
- personal information management: the mutation, recording, modification, updating, deletion of data in the BRP and the provision of personal data from the BRP.

- processing the relocation declarations, namely an indoor relocation, a resettlement, a follow-up registration, an emigration and a first registration in the BRP,
- the application, processing and issue of travel documents and driving licenses,
- the application, processing and issue of extracts and copies,
- the application for a VOG (Covog connection),
- all activities arising from the Civil Registry: including birth, recognition, marriage, death and the drawing up of deeds,
- supporting all elections activities.

- supporting all occurring activities in (address) investigations,
- the application, processing and support of the naturalization and options process,
- web forms / e-service functionality is part of the scope,
- a Quality Module.

b. a strip card for five days a year functional support;
c. implementation services around the Heerhugowaard-Langedijk merger;
d. maintenance agreement and management for the duration of the agreement.
