The purpose of the contract is to design and implement an information and communication program for European cheeses in the Middle East from 2023 to 2025, and more specifically in the United Arab Emirates and Saudi Arabia. This program will have to be a continuation of the co-financed program “CHEESE PMO 19”, which will end in December 2021. Given the market context, only the United Arab Emirates and Saudi Arabia will be affected by this new campaign.
In addition, it will have to deliver new avenues of promotion and communication, building on the results of the previous triennial
The offer must be written in French or English and will contain a technical and financial brief composed of the following elements:
The tenderer's technical offer, including:
• A communication and promotion strategy, justifying its choices with quantified and calibrated data while proposing precise objectives according to the 3 years of the program;
• A range of approaches for all the actions defined (to be adapted according to the target countries). The proposed actions will be based on strong messages to be communicated to target audiences;
• Temporality of the program: the tenderer will propose a 3-year temporality based on concrete elements;
For each action, the tenderer will propose:
• The organization of each action (objectives, messages to communicate, action logistics, product material, budget)
• A precise schedule for each action;
• Specific performance indicators (KPIs) by target that will serve as the basis for any evaluation;
• An estimate of the results for all the actions of the programme.
The tenderer's budget offer including:
• A precise budget for the three years of the programme by action and by country
• A summary budget
