The Collectivité européenne d'Alsace (CEA), born from the regrouping of the departments of Bas-Rhin and Haut-Rhin (CD67, CD68) will come into force on 1.1.2021. It will have extended powers, including the jurisdiction of roads and highways (A35) not granted, with the exception of those located on the territory of the Eurometropolis of Strasbourg. The A35 motorway crossing Alsace from north to south is experiencing significant growth in transit traffic for heavy goods vehicles. In 2019, the departments of Bas-Rhin and Haut-Rhin published a feasibility study linked to the project to implement a regulation of transit heavy goods vehicles on this motorway axis. At the end of the study, a project was selected by the communities. They now want assistance with the economic and financial analysis of the bids that will result from a call for tenders for the commissioning of the selected project.
