The subject of the contract includes various project management activities in the BITBW transformation project as well as the associated consulting services in a highly complex process landscape.
Strategy & CustomersAt the beginning of 2019, a strategic inventory was carried out in the form of a maturity analysis.
The maturity assessment identified two areas that are essential for the success and future viability of BITBW. The first area covered the strategic orientation of BITBW and its anchoring in the state administration, including its management by the technical supervisory authority and the CIO.
As a second area of action, a necessary strengthening and transformation of BITBW was identified in all areas of support (guidelines, processes, organisational structures, culture and behaviour, services, employees and competences), which were to be transformed by further conception and implementation projects in a previously defined target state. At the same time, the benefits of the individual measures were monitored and a key performance indicator system was set up to measure the performance of the newly established processes in a sustainable and continuous manner. The measures required to professionalise BITBW began in 2020 with a project phase until the end of 2022. This was followed by a second maturity assessment and re-evaluation. All the measures now taking place are expected to take place as a process over a further period of about four years. They relate to the topics of strategy and customers on the one hand and technology on the other.
The following goals are to be achieved:
- to create transparency about the existing framework conditions and structures for both operational and strategic issues,
- evaluate the efficiency of customer processes, taking into account project and portfolio management as well as resource management,
- to sharpen the strategic orientation of BITBW and to refine a target image that meets the requirements of the stakeholder groups,
- to specify the task profile of BITBW, including new and future subject areas, and to draw up a catalogue of measures adapted to BITBW's capabilities and development opportunities,
- to optimize existing processes and to align the process organization as a whole with the target image of BITBW,
- to sharpen the organizational structure with a clear understanding of roles and tasks as well as defined responsibilities,
- to coordinate the organizational units of BITBW and their interfaces with each other for a process-oriented service provision that is characterized by consistent responsibility and customer orientation,
- to develop the skills of employees and to promote responsible action,
- to develop BITBW into a modern and innovative IT service provider whose performance is continuously measured and ensured and optimised by a monitoring and reporting system anchored in the processes,
- to position BITBW as an attractive employer in the state.
Together with the future contractors, BITBW is to be positioned as the state's central IT service provider along a future-proof technological and strategic adjustment. For this task, currently important topics and fields of action such as "Cloud" and "Future Workplace" (technology) as well as "Personnel Strategy", "Sourcing", "Customer Satisfaction" and others (Strategy and Customers) are to be analyzed, professionalized on the basis of concrete targets and implementation strategies and operationally realigned as part of the implementation. The provision of services by the future contractors is based on the previous investigations and in particular the work from the previous project phase. Concepts are already available for the topics known so far and most of them are already being implemented. After the transformation project was completed at the end of 2022, the transformation topics are now mainly driven forward in the line and at the same time centrally coordinated and controlled via a transformation office in order to take into account dependencies between the individual topics (fields of action) and to increase efficiencies. New topics are added for strategy and customers as well as technology or replace existing ones, provided that they are implemented in accordance with the objectives of the transformation.
