In the present case, the client is inviting tenders for guarding and security services for refugee accommodation in the city of Elsdorf throughout Europe.

In accordance with the applicable legal situation, the client guarantees the accommodation and care of refugees, asylum seekers and homeless persons. The subject of this tender is the security and guarding services for refugee accommodation in the client's urban area.

The already tense situation of emergency shelters in the client's urban area was exacerbated by the start of the Ukraine war in February 2022. Since an end to the Ukraine war is not foreseeable and the client will therefore continue to be assigned refugees from the state reception facilities, the client currently assumes that they will maintain the refugee accommodation already set up as emergency accommodation for an indefinite period of time and that further emergency accommodation will have to be set up.

The guarding and security services are intended to ensure trouble-free operation of the accommodation in such a way that danger is avoided, in particular to the life, limb, possessions and property of the accommodated persons and the employees of the client and the contractor. This also applies to discrimination against them on the basis of gender, descent, language, homeland and origin, as well as their faith and religious or political views.

1.2 Scope of services

The scope of services presented in this tender includes security and guarding services, in particular personal and property protection, for refugee accommodation in the area of the city of Elsdorf.

The client intends to commission the services on call on the basis of a framework agreement to be concluded. The modalities of the call for services during the term of the contract will be further specified in the course of the award procedure. The personnel capacities to be planned by the future contractor for the execution of the on-call services are limited to an expected maximum number of 280 accommodation places.

Initially, the contract is to be awarded the contract for the provision of security and guarding services in the existing refugee accommodation Gladbacher Str. 139, 50189 Elsdorf (triple hall). Currently, about 110 people (maximum occupancy: 174 people) are accommodated there. These are couples and families, but the majority are individuals. If no further services are called up for further refugee accommodation – in whole or in part – during the term of the contract, this does not result in any rights for the later contractor.

A site visit, which serves to provide information about the conditions on site, is possible. The coordination of a corresponding date is carried out via the award platform.

1.3 Leistungszeit

Bidders must start immediately after the award of the contract (probably on 01.01.2024) and plan for appropriate capacities.

The provision of services will essentially extend to a performance period of probably 12 months from the award of the contract, the order will be extended up to four times by a further 6 months in each case if it is not terminated by the city of Elsdorf in due time. The future contractual relationship will thus end at the latest, without the need for termination, 36 months after the award of the contract (expected to be 31.12.2026).
