Procurement of a nationwide contract for the transport of technical aids.
Duration: 2+1+1 years. The estimated contract value is NOK 20 million (including VAT). The contract start-up will be in the 4th quarter of 2023.
Significant changes to the new notice as compared to the notice in November 2022 are:
- changed price model based on detailed processed dispatch statistics for 2022
- deliveries from suppliers to Hjelpemiddelsentraler only applies for dispatches >9 kg.
- changed environmental criteria for zero emission vehicles apply for a defined geographical area
- changed contract terms that include the relevant branch standard and legislation
The objective of the procurement is to enter into a nationwide framework agreement that shall cover the contracting authority's need for transport of aids.
There are primarily three different transport needs;
- requirement for transport of aids subject to recycling between NAV Assistive Aids Centres (currently 17 assistive aids centres).
- requirement for transport of aids from one of the assistive aids suppliers in Norway to one of the Norwegian Assistive Aids Centres in cases where NAV does not have a framework agreement for purchase thereof.
- requirement for transport from Hjelpemiddelsentral to the supplier in connection with returns and re-use.
In addition:
- In exceptional cases, there will be a need for transport of aids from an assistive aids suppliers in Norway to a municipal aid warehouse or to a private person.
It is important for NAV that the transport services in the new contract are more efficient in relation to time, administration and costs, as well as satisfy future requirements for sustainable systems.
The contract period will be 2 + 1 + 1 years, with expected start-up in the 4th quarter of 2023. The estimated contract value over a 4 year period is NOK 20 million (including VAT).
The contract has a simple price model with pricing of yearly deliveries (2022) based on dispatch statistics. There are clear environmental requirements.
