PROFESSIONAL FITNESS REQUIREMENTS

a) Pursuant to Ministerial Decree 2/12/2016, n. 263 and art. 83, paragraphs 1, lett. a) and 3, of the Code, competitors must meet the following minimum requirements of PROFESSIONAL COMPETENCE:

Competitor Requirements

1. the requirements of Ministerial Decree no. 263 of 2 December 2016;

2. for all types of companies and consortia: registration in the register of companies kept by the Chamber of Commerce Industry, Crafts and Agriculture for activities consistent with those covered by the tender procedure;

Workgroup Requirements

3. for the professional(s) who carry out the task covered by the contract: registration in the appropriate professional registers provided for the exercise of the activity subject to the contract of the person personally responsible for the assignment;

4. For the professional who performs the task of safety coordinator in the design and execution phase: the requirements of art. 98 of Legislative Decree. 81/2008 [to be proved in the executive session];

ECONOMIC AND FINANCIAL CAPACITY REQUIREMENTS

ECONOMIC AND FINANCIAL STANDING REQUIREMENTS

(b) in accordance with point 2.2.2.1. of § IV of the ANAC Guidelines no. 1/2016 and art. 83, paragraph 1, lett. b) and All. XVII, Part I, of the Code, competitors must be in possession of the following minimum requirements of ECONOMIC AND FINANCIAL CAPACITY:

Minimum global turnover for engineering and architectural services relating to the best three of the last five available financial years prior to the date of publication of the call for tenders for an amount equal to no. 1 (once) time the basic amount of the tender (increased by optional services), excluding social security and welfare charges and VAT, i.e. €. 385,169.68, in order to select a reliable operator with an adequate level of experience and structural capacity.

Proof of the requirement is provided, pursuant to art. 86, paragraph 4 and all. XVII part I, of the Code, through:

or in the case of capital companies, by means of the financial statements approved on the date of expiry of the deadline for the submission of tenders accompanied by the notes to the financial statements;

or for economic operators established in the form of a sole proprietorship or partnership, through the Single Model or the VAT Return;

or for freelancers or associations of professionals, through the Single Model or the VAT Return;

Where turnover information is not available, for economic operators who have started business less than three years ago, turnover requirements shall be related to the period of activity.

Pursuant to art. 86, paragraph 4, of the Code, the economic operator, who for well-founded reasons is not able to submit the required references, can prove his economic and financial capacity by means of any other document considered suitable by the contracting authority.
