The subject of the order is the delivery of 1 piece of a 4-axle multi-system locomotive.

The Employer requires that the subject of the contract offered by Contractors was only a brand new product, meeting the requirements described in the content of this Inquiry.

The delivered locomotive is to contribute to the development of intermodal transport - launching new routes.

1. The subject of the order is the delivery of 1 piece of a 4-axle multi-system locomotive.

2. The Purchaser requires that the subject of the contract offered by Contractors was only a brand new product, meeting the requirements described in the content of this Inquiry.

3. The delivered locomotive is to contribute to the development of intermodal transport - launching new routes.

4. The offered subject of the contract should meet in particular the following minimum requirements:

Necessary equipment:

The Employer requires the delivery of a locomotive exclusively brand new, i.e. built of brand new elements, assemblies, sub-assemblies and parts not used yet.

It should have, among others:

- safety systems required by regulations in Poland and Europe

- DC 3kV, AC 25 kV 50Hz, AC 15kV 16.7Hz power supply system,

- Bo'-Bo 'axle system

- vibration damping

- drawbars with increased strength of 1500 kN

- couplings with increased strength of 1350 kN

- driver's cab that meets the standards of occupational safety and ergonomics

Device parameters:

- track gauge 1435 mm

- power supply system and gauge compatible with railway infrastructure in Poland and Europe

- bogies that meet UIC requirements for safe driving and dynamic properties

- min DC 6000 kW, AC 6400 kW,

- tractive force-300 kN

- the ability to run trains with a mass of about 3200 t without the weight of the locomotive

- number of axles - 4

- axle load - 22.5t / axle according to EN 15528: 2015

- maximum weight - 90 t according to EN 15528: 2008

- vehicle length with buffers - max. 18 980 mm

- vehicle width - max. 3012 mm between handrails

- minimum arc radius - 80 m

- spring parking brake on each trolley

- disc brakes

- electrodynamic brake with recuperation

- power consumption meter in accordance with European and Polish standards

Required documents to confirm the necessary parameters:

At the stage of submitting the offer, the Employer requires a declaration that all documents required by the provisions of Polish law, including in particular documents required by the Regulation of the Minister of Infrastructure of 12.10.2005 on general technical conditions for the operation of rail vehicles, are attached together with the delivered locomotive:

- General drawings of the locomotive and its components, explaining the terms used

- approved Locomotive Maintenance System Documentation approved by the manufacturer as the guarantor,

- Operation and Maintenance Documentation and Technical Conditions of Performance and Acceptance,

- Operation, maintenance and repair instructions, inspection and repair cycle card, repair cycle for all components that do not comply with the cycle set in DSU

- The Employer requires a quality guarantee for the locomotive (its individual elements), programming and prepared Documentation, as well as warranties for the locomotive, for a period of 24 months and 60 months for the load-bearing structure of the box, including refuges and bogie frames,

- authorization for placing in service of a locomotive type in Poland, Germany, Austria, the Czech Republic, Slovakia and Hungary as well as in Romania,

- other documents that may affect proper day-to-day operation, i.e.

- EVN number assignment report, including the NVR entry reference,

- Operator's manual,

- Production completion certificate,

- Permission for placing in service of a railway vehicle compliant with the TSI indefinitely, issued by the President of UTK,

- Document confirming the verification and declaration of compliance with the approved type of railway vehicle,

- All EC declaration of verification of the subsystem confirming the conformity of the railway vehicle with the TSI,

- Documents confirming the legalization of compressed air tanks,

- Wheelset measurement reports (production documents provided for in the documentation).

One set of documents is required to be translated by a sworn translator into Polish (if applicable).

The descriptions above are for minimum technical requirements. The bidder may propose better or equivalent parameters.
