Framework agreement for the individual leasing of bicycles for the staff of the City and OCMW Maaseik.

Explanation

This agreement aims to appoint a leasing company that offers bicycle lease to the employees of the City and OCMW Maaseik who meet the conditions for granting the bicycle policy.

The city of Maaseik is the lessee in the agreement. The individual cyclist enters into a user agreement directly with the lessor.

The city of Maaseik is looking for a partner to offer their staff the opportunity to lease a bicycle. This company knows how to offer a flexible package, unburdens employees and employer, and knows how to bring the status of the City of Maaseik as a cycling city to a higher level.

The assignment includes the conclusion of an agreement for the individual leasing of bicycles for the staff of the City and OCMW Maaseik.

Current number of employees employed by the City and OCMW Maaseik: 450.

This agreement aims to appoint a leasing company that offers operational bicycle leasing to the staff of the City and OCMW Maaseik according to the principles of wage exchange.

The client intends to carry out a cost-neutral operation for it, with a minimal administrative burden for both its own operation and for the employee who wishes to use the bicycle lease system. It must also be possible to take over the bicycle individually at the end of the lease period at an agreed residual value. The offer includes: roadside assistance, annual maintenance and comprehensive insurance against damage in the event of accident, vandalism and theft.

In this framework agreement, the focus is on a wide range from which employees can choose and a large network of bicycle dealers. The repayment of the monthly lease cost will be realized according to the principle of flexible remuneration, via the end-of-year premium.

Framework agreement

The contract is thus a framework agreement with one participant and will be awarded in accordance with the following contractual conditions, applicable as special specifications.

For the purposes of these framework agreements, each leasing agreement is considered to be a separate subcontract, independent of the performance of the other leases.

The conclusion of an agreement on the basis of these specifications does not give the contractor an exclusive right. During the term of the agreement, services, identical or analogous to those described in these specifications, may be performed by other contractors. The contractor cannot claim any (damage) compensation for this reason.

MAXIMUM VALUE OF THE COMMAND

This framework agreement has a maximum value, over the entire duration of the contract, of 690,000 euros incl. VAT. The contracting authority shall draw the attention of tenderers to the fact that the maximum value indicated has not been determined on the basis of the probable quantities entered in the inventory and that this maximum value is therefore not indicative of the amount of tenders which may be tendered for. On the other hand, it concerns the maximum value of the framework agreement, determined on the basis of the maximum quantities to be ordered over all contracts that can be awarded within the framework agreement. No minimum purchases are guaranteed.

In order to be able to check the scope of the contract, expenditure within the framework agreement will be monitored and, if necessary, measures will be taken to prevent the maximum value of the contract from being exceeded.
