Purchase of electricity for the facilities of the company Wodociągi i Kanalizacja w Opolu Sp. z o. o

The subject of the contract is the purchase of electricity for 162 energy consumption points belonging to the contracting authority, located in the city of Opole and the municipalities of Opole, Dąbrowa, Prószków, Tarnów Opolski, Izbicko, for a period of 2 years.

The subject of the contract is the purchase of electricity for 162 energy consumption points belonging to the contracting authority, located in the city of Opole and the municipalities of Opole, Dąbrowa, Prószków, Tarnów Opolski, Izbicko, for a period of 2 years. A detailed list of energy consumption points (PPE) facilities is provided in Table 1 - Annex 9 to the ToR. The structure of electricity consumption (quantity and quality volume) by tariff groups is presented in Table 1 - Annex 9 to the ToR.

2. Total aggregate required power (contractual) 6 328.8 kW.

3. The Purchaser envisages the continuous supply of electricity with billing according to 1 profile price for all presented energy consumption points (hereinafter: PPE) at 15 kV voltage and 0.4 kV and frequency 50 Hz, the basic quality standard that meets the requirements of the Electrical Equipment Operation Regulations while maintaining Electrical Equipment Construction regulations, Occupational Health and Safety regulations and current Polish Standards.

4. The estimated total amount of electricity supplied in the 1-year delivery period for 162 consumption points is: 11,900 MWh / year. The estimated amount of electricity over 2 years will be: 23,800 MWh.

5. The supply of electricity will take place under the conditions set out in the Act of 10.4.1997 - Energy Law (Journal of Laws of 2018, item 755, as amended) and in accordance with the implementing regulations issued to this Act, in particular with standards , the quality of customer service specified in the Regulation of the Minister of Energy of 6.3.2019 on detailed rules for shaping and calculating tariffs and billing in electricity trading (Journal of Laws of 2019, item 503).

6. All tapping points are existing facilities with main tables / switchboards with existing measuring and billing systems. Therefore, the scope of the contract does not include the production of new measurement tables and power lines. It is allowed to change the contracted capacity, change the size of pre-meter protection (fuse base size) and change the size of current transformers.

7. A contract will be signed with the selected contractor - in accordance with the specimen constituting Annex 10 to the ToR.

8. Under the contract referred to above, the contractor will perform, based on the power of attorney granted to him by the contracting authority, an effective change of the current electricity seller.

9. Under the contract referred to above, the contractor will send to the email address: numeron@wikopole.com.pl on a monthly basis, on dates identical as invoices will be issued, files in .xlsx format. These files will contain invoice data along with measurement data for individual PPEs covered by that invoice. Each file sent will concern 1 invoice and will be called the invoice number. The excel file template is Annex 13 to the ToR - a summary list of data to be settled - and will not be subject to modifications by the contractor.

10. The Purchaser reserves the right to change the energy consumption points (PPE) - in terms of both quantity and all their parameters (regarding Table 1 - Annex 9 to the ToR).

11. The Purchaser will not be required to plan the demand for electricity in a 24-hour system meeting the requirements of the electricity market in Poland. The selected contractor bears the full costs of commercial balancing of electricity supply to the contracting authority's energy consumption points.

12. Determining the estimated demand for electricity is an element used to select the best offer and does not constitute an obligation on the part of the contracting authority to purchase electricity in the given amounts.

13. In order to perform the said task, it is necessary to apply a general distribution contract, with the contractor being obliged to conclude such a contract with DSO before starting the contract.
