The assignment includes a complete design & build assignment in the sense that both the study and execution of the works is entrusted to one party.
A total of approximately 130 accommodation units (apartments) need to be renovated:
1) The renovation works initially include an energetic renovation with the aim of achieving the 2050 climate objectives. This means that the various housing units must achieve an energy consumption of up to 100 kWh/m² per year. The interventions that can be carried out are, for example, replacing the exterior joinery, insulating the building envelope, replacing the existing accumulation heaters, installing a ventilation system, ...). It is up to the contractor to draw up a study showing which interventions will be necessary to achieve this goal. Most of the accommodation units are inhabited.
2) Secondly, the renovation works also offer the opportunity to renew some aspects of the interior at the same time (bathrooms, kitchens, floor finishes).
In this assignment, the contractor will be responsible for the complete execution design, going through the necessary steps to obtain FS3 financing and the effective execution of the works (design & build).
Most of the residential units to be renovated are currently occupied. The construction team, in consultation with the contracting authority, will determine the most suitable way to deal with this (renovation with permanent habitation, relocation movement, etc.).
